 Gender Issues at the World Summit on the Information Society, Geneva
<http://africa.rights.apc.org/index.shtml?apc=ie_1&x=31827>
06/04/2005 -- For anyone who attended the World Summit in Geneva, there
were two WSISs, each with its own reality. The divide between the events
was a divide between what happened officially versus what happened
unofficially. On the official side was the Summit, with credentialed
delegates from governments, the private sector, and civil society
reading prepared speeches and "debate" (UN terminology for the series of
speeches at a meeting on a topic is "general debate") taking place in
name only. Albeit hammered out in a long series of difficult preparatory
conferences, the Declaration of Principles and Plan of Action were
agreed upon in their final form before the Summit actually opened on
December 10, 2003.

 Debate Heats Up Over WIPO Development Agenda
<http://africa.rights.apc.org/index.shtml?apc=ie_1&x=31555>
05/04/2005 -- Negotiators attending closed meetings at a U.N. body in
Geneva in mid-April could shape the policy agenda for development and
intellectual property for years to come, participants and observers say.
A key issue in the meetings, according to developing country officials
and non-governmental observers, will be whether to create a Standing
Committee on Intellectual Property and Development. According to one
official, developed countries and the WIPO Secretariat favour this
approach, which would have the effect of relegating development issues
to a specific forum within WIPO, thereby allowing for development issues
to be ignored by other WIPO committees.

 Experts Debate Access To Knowledge
<http://africa.rights.apc.org/index.shtml?apc=ie_1&x=31556>
05/04/2005 -- Intellectual property experts from a wide range of
backgrounds are finding common ground in informal proposals to ensure
the right of individuals to access knowledge, including possibly through
a negotiated treaty at the U.N. The issue has come of age in the digital
era, as intellectual property owners have sought to protect their rights
in an era when the Internet has opened new pathways to knowledge.

 What to Do About ICANN:A Proposal for Structural Reform
<http://africa.rights.apc.org/index.shtml?apc=ie_1&x=31828>
06/04/2005 -- With the 2005 World Summit on the Information Society
(WSIS) in Tunisia quickly approaching, and with the work of the UN
Working Group on Internet Governance (WGIG) well underway, it is time to
identify concrete policy options for Internet governance. Any
initiatives in this area must address the criticisms that have been made
of ICANN. Although the international community has defined "Internet
governance" in a way that goes beyond ICANN's control of domain names
and addresses, ICANN nonetheless remains central to many issues. Here we
propose a series of structural reforms for it.

 UN ICT Task Force Series 6 - Creating and Enabling Environment: Toward
the Millennium Development Goals
<http://africa.rights.apc.org/index.shtml?apc=ie_1&x=31809>
06/04/2005 -- The ICT and development communities have a unique
opportunity. The recent report of the United Nations Millennium Project
and the United Nations Secretary-General's report "In larger freedom:
towards development, security and human rights for all" (A/59/2005) have
both highlighted the importance of science, innovation and technology in
realizing the MDGs and related national development priorities.

 Access: Africa's key to an inclusive
<http://africa.rights.apc.org/index.shtml?apc=ie_1&x=31829>
02/04/2005 -- Ghana hosted the second Africa Regional Preparatory
Conference for the World Summit on the Information Society (WSIS) in its
capital city Accra (2-4 February 2005). The conference theme was
"Access: Africa's key to an inclusive information society". ITU
Secretary-General, Yoshio Utsumi, urged African leaders to forge a unity
of purpose and translate into tangible solutions the commitments they
made at the first phase of WSIS in Geneva in December 2003 in order that
the benefits of the knowledge economy can permeate the entire region.
"Aim for practical outcomes. Set out clear, comprehensive, concrete
implementation plans and formulate recommendations as to how these plans
are to be executed," Mr Utsumi told the conference.
 Are refurbished PCs worth it?
<http://africa.rights.apc.org/index.shtml?apc=ie_1&x=31409>
23/03/2005 -- Good quality refurbished PCs can be a viable technology
choice - and sometimes even preferable to lower quality new PCs. That's
one of the key findings of a Total Cost of Ownership study into new and
refurbished PCs by South African-based research consultancy Open Research.

 Africa: The Impact of Mobile Phones
<http://africa.rights.apc.org/index.shtml?apc=ie_1&x=31385>
20/03/2005 -- The mobile telecommunications story in Africa and the
developing world is a remarkable one. There have been large
infrastructure investments, which have enabled millions of people to
communicate better.

 UNESCO toolkit to help educators establish schoolnet programmes
<http://africa.rights.apc.org/index.shtml?apc=re_1&x=31833>
This toolkit is designed to help education planners and practitioners
integrate information and communication technologies (ICTs) into
education systems. It is meant to be a practical resource about ICTs in
education, and more specifically about setting up and operating
schoolnet programmes and projects. A schoolnet programme is an organised
set of activities that expands the use of ICTs and promotes sharing of
educational resources by teachers and students at schools. Schoolnet
programmes may be located inside or outside government, may be large
initiatives with substantial funding, or smaller innovative projects
without big budgets.

APC and ICT Policy Advocacy in Africa

APC's Communications and Information Policy Programme aims to contribute
to more enabling ICT policy environments through promoting inclusive
policy processes. In Africa APC is doing this through the Africa ICT
Policy Monitor project which aims to enable civil society organisations
to engage in ICT policy development to promote an information society
based on social justice and human rights.

The APC Africa ICT Policy Monitor is supported by HIVOS and the
International Research Development Centre (IDRC).
