offering the first affordable, high-speed internet solution.

were two WSISs, each with its own reality. The divide between the events
was a divide between what happened officially versus what happened
unofficially. On the official side was the Summit, with credentialed
delegates from governments, the private sector, and civil society
reading prepared speeches and "debate" (UN terminology for the series of
speeches at a meeting on a topic is "general debate") taking place in
name only. Albeit hammered out in a long series of difficult preparatory
conferences, the Declaration of Principles and Plan of Action were
agreed upon in their final form before the Summit actually opened on
December 10, 2003.

Debate Heats Up Over WIPO Development Agenda

05/04/2005 -- Negotiators attending closed meetings at a U.N. body in
Geneva in mid-April could shape the policy agenda for development and
intellectual property for years to come, participants and observers say.
A key issue in the meetings, according to developing country officials
and non-governmental observers, will be whether to create a Standing
Committee on Intellectual Property and Development. According to one
official, developed countries and the WIPO Secretariat favour this
approach, which would have the effect of relegating development issues
to a specific forum within WIPO, thereby allowing for development issues
to be ignored by other WIPO committees.

Conference for the World Summit on the Information Society (WSIS) in its
capital city Accra (2-4 February 2005). The conference theme was
"Access: Africa's key to an inclusive information society". ITU
Secretary-General, Yoshio Utsumi, urged African leaders to forge a unity
of purpose and translate into tangible solutions the commitments they
made at the first phase of WSIS in Geneva in December 2003 in order that
the benefits of the knowledge economy can permeate the entire region.
"Aim for practical outcomes. Set out clear, comprehensive, concrete
implementation plans and formulate recommendations as to how these plans
are to be executed," Mr Utsumi told the conference.

APC and ICT Policy Advocacy in Africa
APC's Communications and Information Policy Programme aims to contribute
to more enabling ICT policy environments through promoting inclusive
policy processes. In Africa APC is doing this through the Africa ICT
Policy Monitor project which aims to enable civil society organisations
to engage in ICT policy development to promote an information society
based on social justice and human rights.
