Process

 

Participants will be part of a closed = group=20 (listserve) sharing ideas and information on defined weekly topics. No = one else=20 will have access to your email address or to the discussions unless they = subscribe and get access through the moderator.

 

Each Monday the moderator/facilitator will send out a = short=20 brief case study/story with provocative questions around the issues = raised in=20 the article for all to share their opinions. The group will share their = opinions=20 through out the week, facilitated by Alice Kwaramba (Gender Links). = Each=20 Thursday of every week, we will invite an expert/resource person on = the=20 issue to give an expert opinion on the issue to help us sum up the = discussion.=20 Resource persons have been identified from the region on the various = topics to=20 be discussed.

Each Friday, the facilitator will summarize the = discussions and=20 share the summaries with the group. =20

 

Some Ground=20 Rules

 

Here are some Guidelines and ground rules = that we=20 need to agree on as a group to ensure the smooth running of the = training.=20

 

  1. Participants will commit to = participating for the=20 Five weeks
  2. Short and brief responses summarizing your opinion, and = NOT=20 whole essays or articles, to give all an opportunity to share and not = too much=20 to go through. Where you have whole articles or documents you want to = share,=20 send them to the moderator at the email address given, and they will = be posted=20 to the information section of the web for those interested to access = it.=20
  3. All responses and opinions should be = circulated=20 and shared by Wednesday of each week, to allow for the resource = person/expert to go through the ideas shared and give her opinion from = an=20 informed position. This will also allow for the facilitator to sum up = the=20 discussion and share the summaries with all on the=20 Friday.
  4. All responses should be in Word = format,=20 which is easily accessible by all. Messages should be in the normal=20 sentence case, and NOT capital letters as this is often=20 confusing.
  5. Do NOT send any attachments, to = safeguard=20 against spreading viruses to each other. If you have a brilliant = article,=20 story etc you want to share with others, cut it paste it into the text = in the=20 body of the email.
  6. Do NOT send pictures/Graphics as = these may=20 bog down others=92 systems. Although pictures often make for good = resource, try=20 and describe them rather than send them out. 
  7. NO use of offensive language. While people = have=20 different opinions it is important to respect other people=92s = opinions and not=20 deliberately use offensive language to push for your own opinion. This = also=20 includes NO use of swear words that may be offensive to=20 others.

 

 

Expected=20 Outputs

 

  • A report will be compiled at the end of = the five=20 weeks and shared with all participants. This will highlight the major=20 challenges and gaps in information in the respective topics to be = covered.=20 This will be useful resource to all participants as it will give = pointers to=20 areas for further research.
  • All the summaries will be posted on the = website=20 where they will be accessed as resources by = all.
  • The group is envisaged to continue = communicating=20 and sharing ideas after the 16 Days, as a regional network exchanging = of=20 information and sending out alerts around issues of gender violence.=20

I think also that in particular, southern African customs that = espouse or purport to espouse the principle of Ubuntu should not at all = have a problem with human rights. (but then again there are a lot of = things I think that are not necessarily fact). My rationale is if the = foundation of the concept of ubuntu which is said to recognise (albeit = philosophically) that "I am because you are" is our point of departure = then who I am is intrinsically linked to who you are. If you are free, = so am I free, if you are oppressed, so am I oppressed, and so on and so = on.=20 But because society loves an "other", and patriarchy has worked = wonders in "securing women's positions as others", patriarchy in a heavy = disguise as culture has always been used as the banner under which = abuses of human rights are perpetuated. Its an interesting topic isn't it'? the = convergence=20 of human rights and custom/ culture etc. Ideally these should not be = mutually=20 exclusive, me thinks. I think also that in particular, southern = African=20 customs that espouse or purport to espouse the principle of = Ubuntu=20 should not at all have a problem with human rights. (but then again = there are a=20 lot of things I think that are not necessarily fact). My rationale = is if=20 the foundation of the concept of ubuntu  which is said to=20 recognise (albeit philosophically) that "I am because you are" is = our point=20 of departure then who I am is intrinsically linked to who you are. But  because society loves an = "other", and=20 patriarchy  has worked wonders in "securing women's positions as = others",=20 patriarchy in a heavy disguise as culture has always been used as the = banner=20 under which abuses of human rights are perpetuated. So that the = lines were=20 blurred and everytime we said  "I am because you are" = and we=20 were speaking as men, it almost felt natural, cultural, in line with = dated=20 customs to exclude women. In this context the speaking ""I am...."' = is=20 under patriarchy, not considered the speaking female, it is always = the"speaking=20 male and this gets termed  culturally acceptable practise, but it = is=20 not.

Where does culture start and = stop, and=20 individual rights begin?

 

I am sure most of us are aware of = the=20 controversial ongoing court case in Swaziland between a mother = (Lindiwe=20 Dlamini) and the King (his aides) concerning the abduction of an=20 18-year-old-child (Zena) Mahlangu for =93royal duties=94.

 

For those who have not been = following the=20 case, the King (who is being sued through his aides, is alleged to = have=20 abducted the child from school without her mother=92s knowledge and = consent.=20 Lindiwe wants her child to be returned to her custody and the King has = been=20 arguing that the child is being kept at the Royal Guest House to be = prepared=20 to be the King=92s 10th wife. Regards Alice Course Prospectus for the On-line Training Brief Background The online training is part of the online support, peer learning and backstopping component of the Gender Violence Training project in the 12 SADC countries. This is designed to be a cost effective way, in terms of time and logistics, to continuously strengthen the skills gained during training workshops on reporting gender violence in the region. This online training has been planned to run parallel to the 16 Days Campaign and related activities that Gender Links and other organizations will be doing. This will provide cross fertilization of the two processes, as participants to the online training will constantly be referred to the Gender Links website where related information will be posted during the Sixteen Days. A parallel on-line training for Portuguese speaking colleagues in Angola and Mozambique will also be running at the same time. Course Content As already mentioned, the training is closely linked to the Sixteen Days Campaign. As some of you might be aware, the international theme for this year's Sixteen Days is "Culture and Gender Violence". The topics to be discussed during the training are closely linked to the international theme, and at the same time are issues that emerged from the training workshops conducted in the region and also in some provinces in South Africa. These include: a.. Week 1: Getting everyone on board and testing the system, sharing and getting an understanding of the ground rules. b.. Week 2: Culture, including issues of tradition and custom in relation to human rights and violation of rights. (the ongoing case of abduction in Swaziland will kick start the discussion) c.. Week 3: HIV/AIDS and gender violence, in relation to issues of marital rape and culture, AZT for rape survivors) d.. Week 4: Property grabbing, where increasing levels of poverty and deaths in the region have seen an increase in the cases of property grabbing, mostly done in the name of culture. e.. Week 5: The role of men in combating gender violence, and the development of a men's movement in the region For each week, the facilitator will refer participants to the Gender Links Website for "resources for journalists and communicators", where contact information on experts, organizations, institutions and bibliographies relevant to the topic discussed will be posted and made accessible. Also available on the Information section of the web will be related information on legislation on the topic in the respective countries in the region. Process Participants will be part of a closed group (listserve) sharing ideas and information on defined weekly topics. No one else will have access to your email address or to the discussions unless they subscribe and get access through the moderator. Each Monday the moderator/facilitator will send out a short brief case study/story with provocative questions around the issues raised in the article for all to share their opinions. The group will share their opinions through out the week, facilitated by Alice Kwaramba (Gender Links). Each Thursday of every week, we will invite an expert/resource person on the issue to give an expert opinion on the issue to help us sum up the discussion. Resource persons have been identified from the region on the various topics to be discussed. Each Friday, the facilitator will summarize the discussions and share the summaries with the group. Some Ground Rules Here are some Guidelines and ground rules that we need to agree on as a group to ensure the smooth running of the training. 1.. Participants will commit to participating for the Five weeks 2.. Short and brief responses summarizing your opinion, and NOT whole essays or articles, to give all an opportunity to share and not too much to go through. Where you have whole articles or documents you want to share, send them to the moderator at the email address given, and they will be posted to the information section of the web for those interested to access it. 3.. All responses and opinions should be circulated and shared by Wednesday of each week, to allow for the resource person/expert to go through the ideas shared and give her opinion from an informed position. This will also allow for the facilitator to sum up the discussion and share the summaries with all on the Friday. 4.. All responses should be in Word format, which is easily accessible by all. Messages should be in the normal sentence case, and NOT capital letters as this is often confusing. 5.. Do NOT send any attachments, to safeguard against spreading viruses to each other. If you have a brilliant article, story etc you want to share with others, cut it paste it into the text in the body of the email. 6.. Do NOT send pictures/Graphics as these may bog down others' systems. Although pictures often make for good resource, try and describe them rather than send them out. 7.. NO use of offensive language. While people have different opinions it is important to respect other people's opinions and not deliberately use offensive language to push for your own opinion. This also includes NO use of swear words that may be offensive to others. Expected Outputs a.. A report will be compiled at the end of the five weeks and shared with all participants. This will highlight the major challenges and gaps in information in the respective topics to be covered. This will be useful resource to all participants as it will give pointers to areas for further research. b.. All the summaries will be posted on the website where they will be accessed as resources by all. c.. The group is envisaged to continue communicating and sharing ideas after the 16 Days, as a regional network exchanging of information and sending out alerts around issues of gender violence. However, I just want to offer a bit of an advance warning to the group on my background - that is, I am NOT a southern Africa specialist. I am participating in the course from Washington, D.C., where I am a project manager for independent media development programs in Europe and Eurasia, primarily Russia and the Central Asian Republics (Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan). Alice has been kind enough to let me participate in this course, as I am in the process of developing a similar course for our journalist colleagues throughout Russia focusing on the issue of covering gender violence. Anyway, my comments may not be very nuanced in the context of southern Africa, particularly as they relate to issues of tradition and custom, so please be patient with me! I think also that in particular, southern African customs that espouse or purport to espouse the principle of Ubuntu should not at all have a problem with human rights. (but then again there are a lot of things I think that are not necessarily fact). My rationale is if the foundation of the concept of ubuntu which is said to recognise (albeit philosophically) that "I am because you are" is our point of departure then who I am is intrinsically linked to who you are. If you are free, so am I free, if you are oppressed, so am I oppressed, and so on and so on. But because society loves an "other", and patriarchy has worked wonders in "securing women's positions as others", patriarchy in a heavy disguise as culture has always been used as the banner under which abuses of human rights are perpetuated. So that the lines were blurred and everytime we said "I am because you are" and we were speaking as men, it almost felt natural, cultural, in line with dated customs to exclude women. In this context the speaking ""I am...."' is under patriarchy, not considered the speaking female, it is always the"speaking male and this gets termed culturally acceptable practise, but it is not. If we move form the ""ubuntu" premise, we begin to see that the marginalisation and subjugation of women is against the principle said to ground our culture. If we accept, and perhaps this is one aspect in our "evolution - culturally" that we left behind, the acceptance that the speaking "I am..." is both male and female, then within culture we begin to see that some of the things that get justified as culture are in fact not cultural, but are patriarchal practices dressed as culture. The king says he will not turn away from his cultural practices no matter what! Selectively so, he sticks to his cultural practices when it suits him, because there are benefits for him. Which is another thing about culture that is worth mentioning. More times than not the most vocal voices on the adoption of culture are those that have a vested interest in the practice at hand. An uncle who needs to "cleanse a widow" will probably be the loudest about upholding culture, even though they may be silent about other aspects of that same culture. My point being that culture can be used to advance or secure people's positions. As I sign off, I need to make it clear that I do not think that culture is all bad. No in fact I appreciate the critical position that particularly those in countries that were previously colonised are grappling with. A project of recovery of that which we were before our culture was tempered with, balanced against the reality of the now and who we define ourselves as presently as well as the challenge of self definition into the future of who we want to be. And we sit in a challenging position. The true test for all of us though (me thinks) in assessing what is acceptable as culture and what is not acceptable is whether or not the precise in any way takes away from an individual (and in turn the collective...community ...based on Ubuntu) ability to enjoy to its full extent the experience of being human. For those who have not been following the case, the King (who is being sued through his aides, is alleged to have abducted the child from school without her mother's knowledge and consent. Lindiwe wants her child to be returned to her custody and the King has been arguing that the child is being kept at the Royal Guest House to be prepared to be the King's 10th wife. The King was quoted as saying at a press conference, "The whole issue has been blown out of proportion by those who took advantage of trying to destroy our customs and traditions". People may say whatever they want to sy but I vow to stick to our traditions, no matter what the times are. I can be blamed left and right, but the fact of the matter is that it is our culture that I should marry many wives as I can. I cannot allow myself to be forced to follow Western culture". The controversy is generally seen as a "clash between customs and modernity". According to custom, Mswati may choose a new wife each year from among the thousands of virgins who attend the annual reed dance". Ironically Mswati last year revived a traditional ban on sex with underage girls to combat HIV/AIDS. After protests for the abduction of Zena and two other girls, the King fined himself a cow for breaking his own royal decree. (BBC News). He was also quoted as saying that he was prepared to pay cows as fines for selecting the three girls. Zena's mother is challenging the alleged traditional grabbing of her daughter on the grounds that she was not consulted, did not consent and her child has been taken out of school and therefore was abducted. The King's courtiers (aides) have been arguing that the girl was not abducted but went willingly. "Everything was arranged between the King and the girl and our job was just to pick her at the agreed spot. No force was applied". Human rights activists have been arguing that "traditionalists should stop "raping" girls in the name of culture, while royals have been insisting that Mswati's selection of Zena to be his bride is a traditional issue that must be resolved through Swazi customs and culture. Gender and human rights activists have noted that Zena is a minor child (18 years) and the abduction is a criminal offence in that it violates 1) Lindiwe Dlamini's rights to custody and guardianship over her minor child and also that; 2) Zena's rights to liberty, freedom of movement, education, choice of marriage partner, right to be a child and bodily integrity. Most of us are, I am sure, aware that Swaziland is signatory to the SADC Declaration on Gender and Development which commits it in article (vii) to, among other things, protecting the human rights of women and children, which raises a number of concerns regarding this case. Regards Alice Course Prospectus for the On-line Training Brief Background The online training is part of the online support, peer learning and backstopping component of the Gender Violence Training project in the 12 SADC countries. This is designed to be a cost effective way, in terms of time and logistics, to continuously strengthen the skills gained during training workshops on reporting gender violence in the region. This online training has been planned to run parallel to the 16 Days Campaign and related activities that Gender Links and other organizations will be doing. This will provide cross fertilization of the two processes, as participants to the online training will constantly be referred to the Gender Links website where related information will be posted during the Sixteen Days. A parallel on-line training for Portuguese speaking colleagues in Angola and Mozambique will also be running at the same time. Course Content As already mentioned, the training is closely linked to the Sixteen Days Campaign. As some of you might be aware, the international theme for this year's Sixteen Days is "Culture and Gender Violence". The topics to be discussed during the training are closely linked to the international theme, and at the same time are issues that emerged from the training workshops conducted in the region and also in some provinces in South Africa. These include: a.. Week 1: Getting everyone on board and testing the system, sharing and getting an understanding of the ground rules. b.. Week 2: Culture, including issues of tradition and custom in relation to human rights and violation of rights. (the ongoing case of abduction in Swaziland will kick start the discussion) c.. Week 4: Property grabbing, where increasing levels of poverty and deaths in the region have seen an increase in the cases of property grabbing, mostly done in the name of culture. e.. Week 5: The role of men in combating gender violence, and the development of a men's movement in the region For each week, the facilitator will refer participants to the Gender Links Website for "resources for journalists and communicators", where contact information on experts, organizations, institutions and bibliographies relevant to the topic discussed will be posted and made accessible. Also available on the Information section of the web will be related information on legislation on the topic in the respective countries in the region. Process Participants will be part of a closed group (listserve) sharing ideas and information on defined weekly topics. No one else will have access to your email address or to the discussions unless they subscribe and get access through the moderator. Each Monday the moderator/facilitator will send out a short brief case study/story with provocative questions around the issues raised in the article for all to share their opinions. The group will share their opinions through out the week, facilitated by Alice Kwaramba (Gender Links). Each Thursday of every week, we will invite an expert/resource person on the issue to give an expert opinion on the issue to help us sum up the discussion. Messages should be in the normal sentence case, and NOT capital letters as this is often confusing. 5.. Do NOT send any attachments, to safeguard against spreading viruses to each other. If you have a brilliant article, story etc you want to share with others, cut it paste it into the text in the body of the email. 6.. Do NOT send pictures/Graphics as these may bog down others' systems. Although pictures often make for good resource, try and describe them rather than send them out. 7.. NO use of offensive language. While people have different opinions it is important to respect other people's opinions and not deliberately use offensive language to push for your own opinion. However, I just want to offer a bit of an advance warning to the group on my background - that is, I am NOT a southern Africa specialist. I am participating in the course from Washington, D.C., where I am a project manager for independent media development programs in Europe and Eurasia, primarily Russia and the Central Asian Republics (Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan). Alice has been kind enough to let me participate in this course, as I am in the process of developing a similar course for our journalist colleagues throughout Russia focusing on the issue of covering gender violence. I think also that in particular, southern African customs that espouse or purport to espouse the principle of Ubuntu should not at all have a problem with human rights. (but then again there are a lot of things I think that are not necessarily fact). My rationale is if the foundation of the concept of ubuntu which is said to recognise (albeit philosophically) that "I am because you are" is our point of departure then who I am is intrinsically linked to who you are. If you are free, so am I free, if you are oppressed, so am I oppressed, and so on and so on. But because society loves an "other", and patriarchy has worked wonders in "securing women's positions as others", patriarchy in a heavy disguise as culture has always been used as the banner under which abuses of human rights are perpetuated. So that the lines were blurred and everytime we said "I am because you are" and we were speaking as men, it almost felt natural, cultural, in line with dated customs to exclude women. In this context the speaking ""I am...."' is under patriarchy, not considered the speaking female, it is always the"speaking male and this gets termed culturally acceptable practise, but it is not. If we move form the ""ubuntu" premise, we begin to see that the marginalisation and subjugation of women is against the principle said to ground our culture. If we accept, and perhaps this is one aspect in our "evolution - culturally" that we left behind, the acceptance that the speaking "I am..." is both male and female, then within culture we begin to see that some of the things that get justified as culture are in fact not cultural, but are patriarchal practices dressed as culture. The king says he will not turn away from his cultural practices no matter what! Selectively so, he sticks to his cultural practices when it suits him, because there are benefits for him. Which is another thing about culture that is worth mentioning. More times than not the most vocal voices on the adoption of culture are those that have a vested interest in the practice at hand. An uncle who needs to "cleanse a widow" will probably be the loudest about upholding culture, even though they may be silent about other aspects of that same culture. My point being that culture can be used to advance or secure people's positions. As I sign off, I need to make it clear that I do not think that culture is all bad. No in fact I appreciate the critical position that particularly those in countries that were previously colonised are grappling with. A project of recovery of that which we were before our culture was tempered with, balanced against the reality of the now and who we define ourselves as presently as well as the challenge of self definition into the future of who we want to be. And we sit in a challenging position. The true test for all of us though (me thinks) in assessing what is acceptable as culture and what is not acceptable is whether or not the precise in any way takes away from an individual (and in turn the collective...community ...based on Ubuntu) ability to enjoy to its full extent the experience of being human. I am sure most of us are aware of the controversial ongoing court case in Swaziland between a mother (Lindiwe Dlamini) and the King (his aides) concerning the abduction of an 18-year-old-child (Zena) Mahlangu for "royal duties". For those who have not been following the case, the King (who is being sued through his aides, is alleged to have abducted the child from school without her mother's knowledge and consent. Lindiwe wants her child to be returned to her custody and the King has been arguing that the child is being kept at the Royal Guest House to be prepared to be the King's 10th wife. The King was quoted as saying at a press conference, "The whole issue has been blown out of proportion by those who took advantage of trying to destroy our customs and traditions". People may say whatever they want to sy but I vow to stick to our traditions, no matter what the times are. I can be blamed left and right, but the fact of the matter is that it is our culture that I should marry many wives as I can. I cannot allow myself to be forced to follow Western culture". The controversy is generally seen as a "clash between customs and modernity". According to custom, Mswati may choose a new wife each year from among the thousands of virgins who attend the annual reed dance". Ironically Mswati last year revived a traditional ban on sex with underage girls to combat HIV/AIDS. After protests for the abduction of Zena and two other girls, the King fined himself a cow for breaking his own royal decree. (BBC News). He was also quoted as saying that he was prepared to pay cows as fines for selecting the three girls. Zena's mother is challenging the alleged traditional grabbing of her daughter on the grounds that she was not consulted, did not consent and her child has been taken out of school and therefore was abducted. The King's courtiers (aides) have been arguing that the girl was not abducted but went willingly. "Everything was arranged between the King and the girl and our job was just to pick her at the agreed spot. No force was applied". Human rights activists have been arguing that "traditionalists should stop "raping" girls in the name of culture, while royals have been insisting that Mswati's selection of Zena to be his bride is a traditional issue that must be resolved through Swazi customs and culture. Gender and human rights activists have noted that Zena is a minor child (18 years) and the abduction is a criminal offence in that it violates 1) Lindiwe Dlamini's rights to custody and guardianship over her minor child and also that; 2) Zena's rights to liberty, freedom of movement, education, choice of marriage partner, right to be a child and bodily integrity. Most of us are, I am sure, aware that Swaziland is signatory to the SADC Declaration on Gender and Development which commits it in article (vii) to, among other things, protecting the human rights of women and children, which raises a number of concerns regarding this case. Question for Discussion 1) Where should culture, custom and tradition stop and individual human rights begin, to ensure the enjoyment of these rights especially by women? Regards Alice Course Prospectus for the On-line Training Brief Background The online training is part of the online support, peer learning and backstopping component of the Gender Violence Training project in the 12 SADC countries. This is designed to be a cost effective way, in terms of time and logistics, to continuously strengthen the skills gained during training workshops on reporting gender violence in the region. This online training has been planned to run parallel to the 16 Days Campaign and related activities that Gender Links and other organizations will be doing. This will provide cross fertilization of the two processes, as participants to the online training will constantly be referred to the Gender Links website where related information will be posted during the Sixteen Days. A parallel on-line training for Portuguese speaking colleagues in Angola and Mozambique will also be running at the same time. Course Content As already mentioned, the training is closely linked to the Sixteen Days Campaign. As some of you might be aware, the international theme for this year's Sixteen Days is "Culture and Gender Violence". The topics to be discussed during the training are closely linked to the international theme, and at the same time are issues that emerged from the training workshops conducted in the region and also in some provinces in South Africa. These include: a.. Week 1: Getting everyone on board and testing the system, sharing and getting an understanding of the ground rules. b.. Week 2: Culture, including issues of tradition and custom in relation to human rights and violation of rights. (the ongoing case of abduction in Swaziland will kick start the discussion) c.. Week 3: HIV/AIDS and gender violence, in relation to issues of marital rape and culture, AZT for rape survivors) d.. Week 4: Property grabbing, where increasing levels of poverty and deaths in the region have seen an increase in the cases of property grabbing, mostly done in the name of culture. e.. Week 5: The role of men in combating gender violence, and the development of a men's movement in the region For each week, the facilitator will refer participants to the Gender Links Website for "resources for journalists and communicators", where contact information on experts, organizations, institutions and bibliographies relevant to the topic discussed will be posted and made accessible. Also available on the Information section of the web will be related information on legislation on the topic in the respective countries in the region. Process Participants will be part of a closed group (listserve) sharing ideas and information on defined weekly topics. No one else will have access to your email address or to the discussions unless they subscribe and get access through the moderator. Each Monday the moderator/facilitator will send out a short brief case study/story with provocative questions around the issues raised in the article for all to share their opinions. The group will share their opinions through out the week, facilitated by Alice Kwaramba (Gender Links). Each Thursday of every week, we will invite an expert/resource person on the issue to give an expert opinion on the issue to help us sum up the discussion. Resource persons have been identified from the region on the various topics to be discussed. Each Friday, the facilitator will summarize the discussions and share the summaries with the group. Some Ground Rules Here are some Guidelines and ground rules that we need to agree on as a group to ensure the smooth running of the training. 1.. Participants will commit to participating for the Five weeks 2.. Short and brief responses summarizing your opinion, and NOT whole essays or articles, to give all an opportunity to share and not too much to go through. Where you have whole articles or documents you want to share, send them to the moderator at the email address given, and they will be posted to the information section of the web for those interested to access it. 3.. All responses and opinions should be circulated and shared by Wednesday of each week, to allow for the resource person/expert to go through the ideas shared and give her opinion from an informed position. This will also allow for the facilitator to sum up the discussion and share the summaries with all on the Friday. 4.. All responses should be in Word format, which is easily accessible by all. Messages should be in the normal sentence case, and NOT capital letters as this is often confusing. 5.. Do NOT send any attachments, to safeguard against spreading viruses to each other. If you have a brilliant article, story etc you want to share with others, cut it paste it into the text in the body of the email. 6.. Do NOT send pictures/Graphics as these may bog down others' systems. Although pictures often make for good resource, try and describe them rather than send them out. 7.. NO use of offensive language. While people have different opinions it is important to respect other people's opinions and not deliberately use offensive language to push for your own opinion. This also includes NO use of swear words that may be offensive to others. Expected Outputs a.. A report will be compiled at the end of the five weeks and shared with all participants. This will highlight the major challenges and gaps in information in the respective topics to be covered. This will be useful resource to all participants as it will give pointers to areas for further research. b.. All the summaries will be posted on the website where they will be accessed as resources by all. c.. The group is envisaged to continue communicating and sharing ideas after the 16 Days, as a regional network exchanging of information and sending out alerts around issues of gender violence. However, I just want to offer a bit of an advance warning to the group on my background - that is, I am NOT a southern Africa specialist. I am participating in the course from Washington, D.C., where I am a project manager for independent media development programs in Europe and Eurasia, primarily Russia and the Central Asian Republics (Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan). Alice has been kind enough to let me participate in this course, as I am in the process of developing a similar course for our journalist colleagues throughout Russia focusing on the issue of covering gender violence. I think also that in particular, southern African customs that espouse or purport to espouse the principle of Ubuntu should not at all have a problem with human rights. (but then again there are a lot of things I think that are not necessarily fact). My rationale is if the foundation of the concept of ubuntu which is said to recognise (albeit philosophically) that "I am because you are" is our point of departure then who I am is intrinsically linked to who you are. If you are free, so am I free, if you are oppressed, so am I oppressed, and so on and so on. But because society loves an "other", and patriarchy has worked wonders in "securing women's positions as others", patriarchy in a heavy disguise as culture has always been used as the banner under which abuses of human rights are perpetuated. So that the lines were blurred and everytime we said "I am because you are" and we were speaking as men, it almost felt natural, cultural, in line with dated customs to exclude women. In this context the speaking ""I am...."' is under patriarchy, not considered the speaking female, it is always the"speaking male and this gets termed culturally acceptable practise, but it is not. If we move form the ""ubuntu" premise, we begin to see that the marginalisation and subjugation of women is against the principle said to ground our culture. If we accept, and perhaps this is one aspect in our "evolution - culturally" that we left behind, the acceptance that the speaking "I am..." is both male and female, then within culture we begin to see that some of the things that get justified as culture are in fact not cultural, but are patriarchal practices dressed as culture. The king says he will not turn away from his cultural practices no matter what! Selectively so, he sticks to his cultural practices when it suits him, because there are benefits for him. Which is another thing about culture that is worth mentioning. More times than not the most vocal voices on the adoption of culture are those that have a vested interest in the practice at hand. An uncle who needs to "cleanse a widow" will probably be the loudest about upholding culture, even though they may be silent about other aspects of that same culture. My point being that culture can be used to advance or secure people's positions. As I sign off, I need to make it clear that I do not think that culture is all bad. No in fact I appreciate the critical position that particularly those in countries that were previously colonised are grappling with. A project of recovery of that which we were before our culture was tempered with, balanced against the reality of the now and who we define ourselves as presently as well as the challenge of self definition into the future of who we want to be. And we sit in a challenging position. The true test for all of us though (me thinks) in assessing what is acceptable as culture and what is not acceptable is whether or not the precise in any way takes away from an individual (and in turn the collective...community ...based on Ubuntu) ability to enjoy to its full extent the experience of being human. I am sure most of us are aware of the controversial ongoing court case in Swaziland between a mother (Lindiwe Dlamini) and the King (his aides) concerning the abduction of an 18-year-old-child (Zena) Mahlangu for "royal duties". For those who have not been following the case, the King (who is being sued through his aides, is alleged to have abducted the child from school without her mother's knowledge and consent. Lindiwe wants her child to be returned to her custody and the King has been arguing that the child is being kept at the Royal Guest House to be prepared to be the King's 10th wife. The King was quoted as saying at a press conference, "The whole issue has been blown out of proportion by those who took advantage of trying to destroy our customs and traditions". People may say whatever they want to sy but I vow to stick to our traditions, no matter what the times are. I can be blamed left and right, but the fact of the matter is that it is our culture that I should marry many wives as I can. I cannot allow myself to be forced to follow Western culture". The controversy is generally seen as a "clash between customs and modernity". According to custom, Mswati may choose a new wife each year from among the thousands of virgins who attend the annual reed dance". Ironically Mswati last year revived a traditional ban on sex with underage girls to combat HIV/AIDS. After protests for the abduction of Zena and two other girls, the King fined himself a cow for breaking his own royal decree. (BBC News). He was also quoted as saying that he was prepared to pay cows as fines for selecting the three girls. Zena's mother is challenging the alleged traditional grabbing of her daughter on the grounds that she was not consulted, did not consent and her child has been taken out of school and therefore was abducted. The King's courtiers (aides) have been arguing that the girl was not abducted but went willingly. "Everything was arranged between the King and the girl and our job was just to pick her at the agreed spot. No force was applied". Human rights activists have been arguing that "traditionalists should stop "raping" girls in the name of culture, while royals have been insisting that Mswati's selection of Zena to be his bride is a traditional issue that must be resolved through Swazi customs and culture. Gender and human rights activists have noted that Zena is a minor child (18 years) and the abduction is a criminal offence in that it violates 1) Lindiwe Dlamini's rights to custody and guardianship over her minor child and also that; 2) Zena's rights to liberty, freedom of movement, education, choice of marriage partner, right to be a child and bodily integrity. Most of us are, I am sure, aware that Swaziland is signatory to the SADC Declaration on Gender and Development which commits it in article (vii) to, among other things, protecting the human rights of women and children, which raises a number of concerns regarding this case. Question for Discussion 1) Where should culture, custom and tradition stop and individual human rights begin, to ensure the enjoyment of these rights especially by women? Here women are singled out because most negative cultural practices tend to disadvantage them more than men, since in patriarchal societies men are the ones who define culture? Lets Talk!!!
