EISA Vacancy
Balloting & Electoral Services: Programme Officer
The position of Balloting and Elections (BES) Programme Officer is
available from 1 February 2008. The position is based in Johannesburg.
The BES Programme Officer will report to the BES Manager. Qualified
South African nationals are encouraged to apply. EISA offers a
competitive remuneration package based on qualifications and experience.
BES develops and makes available a range of technical products, services
and solutions on model structures, systems and procedures for the
conduct of credible and legitimate office bearer elections as well as
effective and accountable governance. BES has conducted elections for
major government institutions in South Africa, Pension Funds and Medical
Aids as well as been the independent agent that has conducted national,
regional, provincial, and branch elections for trade unions and
political parties.
Responsibilities
* Co-ordinate, supervise and conduct elections for BES clients
ensuring compliance with rules and regulations
* Prepare and administer all election requirements including
pre-ballot meetings, preparing minutes, overseeing logistical
arrangements
* Assist the with the formulation and co-ordination of strategies
for future growth in projects
* Manage and prepare budgets
* Management of the overall administrative functions
Experience / Requirements
* At least 5 years experience in conducting all types of elections
* Well-developed written and verbal communication skills
* Good interpersonal, presentation and facilitation skills
* Knowledge of administration procedures including budget
preparation
* Computer literacy
* Available to work weekends
* Experience in training staff
* Planning, organisational and project management skills
* A strong team player
* A diploma or tertiary degree in law, economic and management
sciences or public administration from a recognised university or
tertiary institution
* Available to travel nationally and internationally
* Possession of a valid driver's license

Local Governance: Programme Officer

* Conceptualise project proposals

Qualifications
* An honours degree or post graduate qualification in Social

environment in South Africa including an understanding of relevant
legislation and structures
* Familiarity with local governance issues in the SADC region
* Good computer skills
* Good writing skills, including proposal and report writing
* Knowledge of South African indigenous languages
* Willingness to travel in the SADC region and beyond
* Project management skills
* Self-motivated and able to work under pressure
* Facilitation and training experience
* Ability to research and prepare analytical papers

Workshop: Training in voters' roll testing methodologies
A collaboration between EISA and the Mozambican Electoral Observatory (a
coalition of eight Mozambican civil society organisations).
12 March 2008, Mozambique
EISA will be working in collaboration with the Mozambican Electoral
Observatory (a coalition of eight Mozambican civil society
organisations) to conduct a workshop on 12 March 2008. Approximately 30
trainers will be trained in voters' roll testing methodologies.
The trainers will prepare a number of teams of observers to carry out
the first ever voters' roll test conducted by civil society in
Mozambique. The teams will be deployed in each of Mozambique's ten
provinces. As a pilot exercise, the test will use list-to-people
methodology. It will implemented in 33 municipalities ahead of the
municipal elections expected to take place later this year.
In 2009 a more comprehensive, nationwide test will be carried out before
the general election.

Orientation workshop for the newly appointed Zanzibar Electoral
Commission (ZEC)
On 26-27 February 2008 Mr Denis Kadima and Ms Ilona Tip from EISA were
joined by Mr TGGG Seeletso, the Director of Elections, Botswana at an
orientation workshop held in Zanzibar with the ZEC, which is led by
Chairperson the Honourable Khatib MK Mwinyichande.
The programme included discussion on
* electoral systems
* Zanzibar's electoral legislation (led by the Honourable Chief
Justice and former Deputy Chair of ZEC, Justice A Ramadhani)
* functions and duties of commissioners
* the electoral time table and
* managing stakeholder relations.
A lively, constructive and interactive discussion took place which
included challenges specific to Zanzibar as well as the regional
perspective.
