I= CT BEE Charter weathers storm of dissent

  NOT= E FROM THE EDITOR    FRE= E STORIES

It=92s always nerve-wracking trying to put together articles fo= r publication in a monthly magazine when the inform= ation upon which the story is based moves like quicksan= d under the feet of our journalists.
This has been the case for this month=92s black economic empowerment (BEE) feature, which was originally scheduled around the 30 September dead= line for presentation of the final draft of the ICT ch= arter to Cabinet. In the final analysis, the reason the draft didn=92t come out on time was where the mea= t of the story actually lay.
However, since it is not Brainstorm that the char= ter is supposed to benefit directly, I will contain m= y frustration, and magnanimously hope the final res= ult is a document that incorporates all voices and benefits as intended. Regardless, we bring you th= e story of all the drama behind the delays and the = many pitfalls of executing a BEE strategy.

Open source is another issue looming ove= r the South African IT landscape. Having given it a res= t for a while, we tackled Linux again this month. Altho= ugh arguments for running Linux have proven compellin= g, desktop Linux remains a rare phenomenon. We take = a look at whether Linux is ready for the desktop an= d, not content to stop there, we look at how effecti= ve it is at enterprise level.
