Procurement changes needed to = drive strategy

Government IT expen= diture on hardware, software and services is expected to grow at a CAGR of = 7.8% from R4.8 billion in 2003/2004 to R6.5 billion by 2007/2008.

Due to government's= drive to improve services to citizens, IT vendors and service providers (h= ereafter referred to as vendors) are turning their attention to the governm= ent sector, with many organisations developing strategies to target this ma= rket.

In government organ= isations, one of the key elements IT executives are looking at is how to ac= hieve economies of scale and how the procurement process can evolve to make= IT more productive.


Modernising procureme= nt to support long-term transformation

Traditionally, the simple supplier-customer relationship ex= isted. The contract, regardless of its size, ends with the delivery of the = product/service and the customer paying the bill. This pattern was useful w= hen governments were simply buying desktops, servers or maintenance service= s, but now that they have to support people and process transformation to a= chieve higher productivity, they need a more strategic approach.

Strategic relationships

The first type of s= trategic engagement is outsourcing. Through tactical outsourcing, the priva= te vendor takes responsibilities for some government processes with the pri= mary purpose of reducing costs.

Another more strate= gic form of engagement is a partnership involving private sector financial = commitment. A public private partnership (PPP) is a long-term strategic col= laborative venture aimed at supporting public sector service delivery, by s= haring financing, rewards, authority and responsibilities, for the provisio= n of a specific infrastructure, or service, between a public sector agency = and a private sector partner.

Over time, BMI-T ex= pects to see more PPP-type agreements being entered into.

The government sect= or, while large and growing at a high rate, is not an easy market. Vendors = targeting the government sector need to be aware of the following:

  • Financial stability must be maintained = to withstand price pressure and demand for financial partnerships. For exam= ple, vendors must endure government budget constraints that will last in th= e medium term.

  • Long and costly sales cycles exist. Ven= dors offering outsourcing and/or system integration services must set up ad= hoc processes to respond to large tenders that will involve long and costl= y due diligence processes. In fact, the complexity of government transforma= tion projects will require the creation of consortia to pull together all t= he necessary technical, business and project management capabilities and pr= ovide solid financials to face demand for long-term contract and PPP agreem= ents.

  • The decision process is longer for IT s= ervices than for hardware and software. In a recent IDC European survey, re= spondents indicated that the decision process on the purchase of outsourcin= g and system integration services lasts more than six months, whereas it la= sts less than three months for hardware purchases. The current procurement = models for transformational outsourcing projects are expected to maintain l= ong decision processes.

  • Current budget constraints, the need to= grow productivity of employees, the changes in key processes, such as in j= ustice and defence, and th= e role of local authorities must be understood.

  • Solution and distribution strategies mu= st be adapted to fit local authorities. Strong partner ecosystems and ad ho= c solutions must be developed for the fragmented structure and the specific= needs of regional, provincial and local governments, which will acquire a = more important role in the South African public administration.

  • Include local consultants to appeal to = local authorities. This is especially true for global IT vendors. In fact, = local government executives use local service firms to define their IT stra= tegy, assess their operations and select suppliers and products.

  • Local government has fewer resources an= d expertise compared to central departments and therefore relies more on ex= ternal consultants. In fact, 66% of local authorities said they use externa= l support, while only 50% of central government authorities said the same.<= /font>

  • Specific pain points and process change= s must be considered. New solutions and value propositions need to be adapt= ed to the requirements of specific functional areas. For instance, if publi= c security forces are targeted, the role of each national and local police = force, the need to collaborate across borders and the requirements for coop= eration with criminal justice offices must be understood.

  • To influence decisions on the annual IT= budget and implementation of new solutions both IT and business/policy dep= artments must be targeted, however, the IT department has the final word on= the selection of the supplier. The IT department also leads the decision p= rocess on the IT budget, while policy executives are key influencers.

  • The limited budget availability must be= tackled by ensuring solutions offer high levels of security and reliabilit= y; and identifying new solution priorities, such as case and record managem= ent, that will drive IT strategies in the short-to-medium term.

Katrina hits IT spending expectations

The alignment IDC reporte= d in the September release of IDC FutureScan fell apart this month in the w= ake of Hurricane Katrina and the prospect of permanently higher oil prices.=  

In fact, the IT and line-= of-business expectations for IT spending over the next 12 months fell to 2.= 9% from last month's 6.1%, the lowest the buyer intent indicator has been s= ince IDC started FutureScan at the beginning of 2004.

"This looks like a viscer= al reaction to Katrina from our survey population of executives," said John= Gantz, IDC's chief research officer. "Most of the economic forecasts aroun= d the impact of Katrina seem to indicate a short-term hit to the US economy= in 2005, followed by a rebuilding rebound in 2006. As this news gets absor= bed by IT and business executives, we expect their IT spending expectations= to recover."

The macroeconomic indicat= ors fell as well, Gantz pointed out, but more as a function of lower GDP an= d profit forecasts for 2006 over 2005 than any short-term reaction to Katri= na. IDC's own forecast for US IT spending over the next 12 months is just u= nder 5%.
 Vertical markets

IT spending still cautious in Western Eu= rope

Western European compa= nies are continuing to take a cautious approach to IT investment in 2005, a= new survey from IDC's European Vertical Markets group finds. 

While 32% of the companie= s surveyed will increase the IS budget this year, only 22% will increase th= e share of external spending. 

However, opportunities ex= ist for vertically-focused vendors, IDC finds.

The trend of external spe= nding not keeping pace with gains in the overall IS budget is particularly = evident in banking. The survey also found that value-added resellers would = be the primary source of IT products and services in 2005, a trend that ref= lects the large number of SMBs among European companies.

"Solutions providers can = find opportunities in all of the verticals, provided they are able to asses= s a company's investment direction in the very different verticals of the E= uropean economy," said Giuliana Folco, research director, European Vertical= Markets. The aim of the survey was to understand IT spending directions, s= olution priorities and investment plans for a number of vertical markets.&n= bsp;

IDC interviewed 1 150 com= panies from the top five Western European countries across the vertical mar= kets, addressing only companies with more than 20 employees. The survey's r= esults cannot be generalised to the whole European market.

Digital cities
A strategic link across the digital divide =

The concept of crea= ting digital cities or metropolitan network areas is fast gaining interest = across the world. Interest in SA comes from a wide spectrum of industry par= ticipants, particularly as a real opportunity to begin closing the digital = divide presents itself. 

Worldwide trends ha= ve shown that municipal networks may serve as a strategic lynchpin in bridg= ing the digital divide by providing services to citizens via municipal broa= dband networks.

Recent media attent= ion focused on Google, the Internet search engine and portal, and its appli= cation to supply the city of San Francisco with free WiFi, or wireless Inte= rnet connectivity. This would allow anyone in the city to connect to the In= ternet free and has brought the issue into the spotlight once again. <= br>
In SA the cities of= Tshwane, Cape Town and Knysna have announced their intentions to roll-out = their own wireless and fibre optic networks, which would give users free or= low rate broadband Internet access.

The driving force b= ehind the establishment of roughly 600 digital cities and municipalities ar= ound the world has been the shift in the need for connectivity especially f= rom a cost point of view. The growth in digital cities has been widely rega= rded as a major disruptive trend in the global telecommunications sector.&n= bsp;

In addition the opp= ortunity for service providers exists as the majority of municipal networks= are managed in public private partnerships (PPPs).

Of equal importance in respect of digital cities will be the n= eed to develop and harness applications which will be of benefit to the cit= izens and the municipality as a whole. The most likely applications to be d= eveloped will be for the emergency services such as the fire brigade, ambul= ance and police.

These networks prov= ide a relevant and powerful option aid SA bridge the divide. National gover= nment has placed service delivery as the number one priority in the politic= al agenda =96 and municipal networks can play a huge role therein.

More broadly, munic= ipalities are viewing the wider benefits of wiring cities as a means of inj= ecting interest and innovation into businesses, enabling them to seamlessly= conduct business with others across town and across the globe.

The telecoms sector= may simply regard the new municipal network as being another competitor, b= ut diversity in the delivery of cost effective solutions should always be w= elcomed =96 particularly in our part of the world.

EIM to reach $736m by 2009

With nearly 12 billion= instant messages (IMs) each day, it is growing into a serious business col= laboration tool. 

The value, necessity and = use of IM applications for business use will continue to increase at least = through 2009, according to a newly-released IDC study of the worldwide ente= rprise instant messaging (EIM) applications market.

Riding a wave of media at= tention, hype and new product releases, the EIM market, which includes both= IM server products and EIM security, compliance and management products, j= umped 37% in terms of year-over-year revenue in 2004 and is expected to gro= w from $315 million in 2005 to $736 million in 2009.

"With more than 28 millio= n business users worldwide using EIM products to send nearly 12 billion mes= sages each day in 2005, and many more crossover corporate consumers who use= consumer IM networks in the workplace, these products are clearly reaching= more mainstream users," said Robert P Mahowald, programme director for IDC= 's collaborative computing research. 

"Especially in compliance= -driven sectors like Wall Street, financial services and government, IM is = a critical differentiator. In the next few years, IDC expects IM =96 once t= he plaything of teenagers =96 to continue to grow into its role as a substa= ntial business collaboration application."
 Data management

Master data management market to reach $= 10.4bn by 2009

Motivated by business = goals such as compliance and supply chain efficiency, global companies are = prioritising investments in master data management. 

This is the set of proces= ses to create and maintain a single view of products, customers, accounts, = or locations, through a physical or logical hub =96 across the enterprise o= r, in some cases, across enterprises. This renewed focus on information gov= ernance should push the market for master data management to $10.4 billion = by 2009 with a compound annual growth rate over the next five years of 13.8= %, according to a new IDC study.

The total master data man= agement market is a mixture of old and new sectors, reflecting a history of= enterprises attempting to deal with the challenge of providing a single vi= ew of the entities needed for conducting business and measuring its perform= ance. Older terms (such as product information management, customer data in= tegration, and financial consolidation) reflected efforts to provide a sing= le view of one type of master data. 

IDC has been tracking the= se applied master data management software segments for well over a decade,= as software applications came on the market in the 1980s and 1990s that co= uld be sold to individuals with functional responsibility for specific type= s of data. What is new is the emergence of master data management infrastru= cture software that is purpose-built to support any and all types of master= data, utilising a combination of techniques from data and content technolo= gies.

"Maintaining a single vie= w of products, customers, locations, and financial accounts is a significan= t challenge," said Dr Henry Morris, group VP and GM for IDC's integration, = development, and application strategies research. "At its heart, master dat= a management involves changing, consolidating, and rationalising core proce= sses such as new product introduction or customer (or patient/citizen/suppl= ier) registration and ongoing management. The greatest complexity comes fro= m these business process changes and process integration issues, over and a= bove the data integration requirements."

The global swing in telecommunications

The development of = telecommunications over the last half-century has had a dramatic impact on = society worldwide. Telephony and electronic data transmission have signific= antly altered the way we communicate as individuals, the manner in which bu= siness is conducted and the way in which information is exchanged. These ch= anges have had a positive impact on our lives and the telecommunications ma= rket as a whole.

On a global scale, = the telecommunications market is being driven by a number of dynamic elemen= ts, most notably voice and data services juxtaposed with fixed and wireless= technology. 

It may be fair to s= ay that the developing world is currently embracing telecommunications thro= ugh mobile technologies impacting the market dynamics more than any other t= echnology as initially envisaged in the early 1990s.


Global Telecommunicat= ions Revenue by Segment (US$bn)

Worldwide, the telecommunications market revenue stood at just= over US$1.1 trillion in 2004 and is expected to grow to over US$1.3 trilli= on by 2009 at a CARG of 4%. SA is expected to grow from US$13.3 billion in = 2004 to over US$18.3 billion in 2009 a CAGR of 7%.

Interestingly on a = global scale, wireless data is expected to have the highest CAGR of roughly= 19% over the 2004 to 2009 period with fixed line data following with a CAG= R of 7.5%.

The voice segment i= n comparison is expected to grow at a slower rate and will be largely drive= n by the wireless sector with a 4% CAGR over the 2004 to 2009 period. In co= ntrast, the fixed line voice services are expected to decline by 1.8% over = the 2004 to 2009 period. The decrease in fixed voice revenues will be drive= n by, international voice aggregators, VOIP, bucket plans and =93all you ca= n eat=94 types of services emerging in Europe, a trend that BMI-T expects t= o see developing in SA in a post converged and competitive fixed line envir= onment.

However, looking to= the future, fixed line operators are starting to aggressively position the= mselves as data carriers as they attempt to harness the growth of data in t= he wake of declining voice revenues.

 Market highlights
 PC market=

PC market growth tops 17%

Low-cost and portable = PCs continue to fuel domestic and international markets.

Worldwide PC shipments in= creased by more than 17% in the third quarter despite rising interest rates= and oil prices and a more conservative economic outlook, according to IDC'= s Worldwide Quarterly PC Tracker.

The appeal of both low-co= st and portable systems continued to drive substantial growth.

International markets con= tinued to grow quickly and even US shipments grew by 11% over the prior yea= r. The latest data shows total worldwide PC shipments increasing by 17.1% y= ear-on-year versus an August forecast of 13.3%.

"We continue to see remar= kable growth in the PC market and relative independence from broader econom= ic trends," said Loren Loverde, director of IDC's Worldwide Quarterly PC Tr= acker. 

"Currently, the economic = environment is not the critical factor affecting PC adoption cycles. What w= e're seeing now is a combination of PC replacements and new users respondin= g to low-price milestones. Slowing economic growth should eventually constr= ain PC demand, but for the moment, the outlook remains quite strong."
 Services market

Local providers lead the hot Russian IT= services market

Spending on IT service= s in Russia expanded a healthy 26.3% in 2004 and should grow another 25.6% = in 2005 to more than $2.3 billion. 

Strong sales of ERP syste= ms have spurred demand for application consulting and customisation service= s, according to the IDC. With most larger enterprises already having IT inf= rastructure in place, they have started adopting second-generation technolo= gy, such as content management and analytics applications, to streamline op= erations. 

IDC expects the Russian m= arket for IT services to continue to expand, reaching more than $5.8 billio= n in spending by 2009.

Large Moscow-based IT ser= vices providers strengthened their hold on the IT services market in 2004 a= nd 2005. By capitalising on their solid reputations and the acquisition of = smaller players, they captured nine of the top 10 positions in the vendor r= ankings in 2004. Nevertheless, the market was still diffuse, with the top 4= 0 IT service providers accounting for less than 50% of total spending. = ;

"International services p= roviders have been restricted to limited niches for quite some time," said = Michael Ivanov, research analyst, IDC Russia. "Though they did make conside= rable market share gains in 2004, international players still face the same= challenges as other vendors. In addition to issues of security and transpa= rency, there is a talent war going on, where vendors readily poach the best= IT staff from competitors, making it hard to build up a solid pool of work= ers who know the clients and how best to address their needs."

The mobile investment surge In Africa and beyond

The combined fixed = and mobile investment or capex for the African continent is expected to rea= ch $65 billion for the period 2000 to 2009. Mobile investment is expected t= o take the larger share of this with a cumulative c= apex of $24.5 billion in 2004 rising to $46 billion in 2009.

The driving factor = behind this growth will be the expected rapid uptake of services by subscri= bers.

The relatively new = or fresh nature of the African mobile networks has implied that most of the= new investment will be balanced between the access, transmission and core = elements of the network. 

However, looking fo= rward the cumulative capex for mobile networks in Africa, excluding Nigeria= and SA, is expected to grow to $23 billion, with the bulk of investment go= ing into the operation support systems / business support systems / network= support systems (OSS/BSS/NSS) element of the network, implying a higher le= vel of maturity in the networks and the users.

Excluding SA and Ni= geria, BMI-T estimates the current mobile cumulative capex in Africa to be = about $17 billion.

Together with these projections of capex, one must consider th= e major trends affecting the African communications market, including the m= uch-anticipated wave of consolidation. 

Regional network op= erators such as MTN, Vodacom and Celtel have already made their presence fe= lt and are positioning themselves for the future subscriber growth through = local acquisitions. As we have seen, MTN has managed to pick some low hangi= ng fruit in Cote d'Ivoire and Zambia.

However, what is in= teresting is that we are starting to see interest from other players such a= s MTC in Kuwait and Orascom, which appears to be rethinking its strategy co= ncerning sub-Saharan Africa. Conversely, MTN is casting its net further a f= ield and recently managed to secure a 49% stake in the second Iranian mobil= e network of Irancell through a down-payment of $358.4 million. The project= is estimated to be worth $2 billion and will give MTN the ability to begin= extending beyond Africa and into new developing markets. The Irancell deal= is currently still on hold, pending the outcome of a court action being le= d by opposing bidder Turkcell. 

Looking forward the= division between African operators and Middle East operators may become bl= urred and perhaps we will start to refer to developing market opportunities= .

HSDPA is just around the corner

High-speed downlink pa= cket access (HSDPA) will soon become a commercial reality, with many operat= ors currently conducting trials, says IDC. 

IDC expects many of the o= perators to launch in 2006, but a minority number are seeking to open their= respective networks by the end of 2005. By the end of 2009, there will be = just under 40 million HSDPA subscribers in Western Europe, predicts the IDC= .

"While there has been inc= reasing talk of HSDPA for the last couple of years, IDC has to question why= mobile operators are making their respective upgrades to HSDPA so soon aft= er the launch of commercial 3G networks. Does it genuinely offer users a be= tter user experience or is the argument more related to fending-off competi= tion from other technology or other telecom players?" asks Paolo Pescatore,= EMEA research manager, European consumer wireles= s and mobile communications, IDC.

Strong back-to-school and continued notebook momentum fuel= EMEA PC sales growth in 3Q

In line with expectati= ons, the EMEA PC market displayed solid growth in the third quarter, expand= ing by 20.2% year on year in 3Q 2005.

This is according to prel= iminary data released by IDC. Boosted by strong ba= ck-to-school demand and continued momentum in the notebook space, shipments= rose to 15.9 million units across Europe, the Middle East and Africa.

=93As expected, a strong = back-to-school and buoyant marketing activity along with attractive price p= oints drove PC sales across the region," said Karine Paoli, research direct= or for IDC's EMEA PC group. 

"Consumer demand for note= books remained unabated, assisted by aggressive promotions in the retail ch= annel, while SMBs also continued to favour portable systems leading to soli= d 39% growth of notebook shipments in EMEA."
