The launch of the South African No Torture Consortium (SANTOC) on 26
June 2008, reminds us that torture and violence have not been relegated
to South Africa?s past. A cursory glance at any newspaper clearly
illustrates this. Writing about the launch of SANTOC, Dr Marjorie Jobson
and Megan Bantje point out in this week?s edition of NGO Pulse, that
torture in the contemporary period, is often ?masked as forms of
punishment, discipline and behaviour correction.?
SANTOC is concerned about police brutality and the use of torture to get
information from suspects. Jobson and Bantje write that ?these practices
undermine the ethos of South Africa?s constitutional state and are a
threat to democracy.? While it is imperative that we address the high
levels of crime in our country, the use of force by officials should be

While media coverage on the xenophobic violence has diminished, Sun?
Kitshoff, from M?decins Sans Fronti?res, writes that the physical and
mental health consequences for the victims of the violence continue.
?Living in police stations, churches and community halls came with its
own risks, both in terms of physical safety and mental stability,? she
writes. The lack of access to services, including health care, compounds

who responded, 41.7% believed this was happening to some extent, 36.5%
thought that there was a significant shift, while 21.7% indicated they

The 2006 UN Secretary General?s Study on Violence Against Children
provides a global perspective on the range and scale of violence against
children. As South Africans we are all too aware of the magnitude and
consequences of violence against children. We are confronted daily by
reports about the sexual and physical abuse of children, perpetrated by
adults, and in some instances, by children themselves.
Professor Paulo S?rgio Pinheiro, who led the UN study, says the best way
to deal with violence against children is to stop it before it happens.
?Everyone has a role to play in this, but States must take the primary
responsibility. That means prohibiting all kinds of violence against
children, wherever it occurs and whoever is the perpetrator, and
investing in prevention programmes to address the underlying causes.
People must be held accountable for their actions but a strong legal
framework is not only about sanctions, it is about sending a robust,
unequivocal signal that society just will not accept violence against

on the launch of the Pro-Child website, the Film and Publications Board

Joan van Niekerk, Childline?s national coordinator shares her views on
the Criminal Law (Sexual Offences and Related Matters) Amendment Act,
which came into effect in June 2008. Recognising that the legislation
does indeed have a positive impact, such as ?the expansion of the list
of possible sexual crimes against children which will ensure that a
broader range of sexually exploitative acts against children can be
prosecuted, there remain serious shortcomings.? One of the key
concerns, amongst others, she writes, is the duplication of the offender

As Pinheiro proposes in the study we must send out the message that we
will not tolerate violence - in any form ? against anyone; children and
adults. It is the responsibility of individual South Africans, our
government and institutions to ensure that we live in a country and a
world in which we feel safe and protected.

The two articles published in this week?s edition of NGO Pulse focus on
an issue that has dominated the headlines since the beginning of 2008:
the impact of rising food prices on ordinary people across the world.
Food prices have tripled over the last three years, poverty is deepening
and it is the poorest and most vulnerable who are hardest hit.
In South Africa, civil society organisations are urging government and
other actors to take urgent action against the ever increasing costs of
basic food stuffs and fuel. At the recent Gauteng Food Summit,
SANGONeT?s Butjwana Seokoma reports that Minister of Agriculture, Lulu
Xingwana, has called on South Africans to begin producing their own
food. ?Let us move from food aid to food production,? she said. Seokoma
writes that while there are many factors which contribute to high food
prices, there is increased concern over the impact of biofuels. Click

Shifting focus to the global situation, Archbishop Njongo Ndungane,
former Anglican Archbishop of Cape Town and President and Founder of
African Monitor, writes that ?the G8 summit fell short of offering
practical steps to work towards improving global food security... .?

Beyond the financial inputs that are required to address this situation,
it is imperative that governments, corporations and other actors have
the political will to bring about the kind of change that is necessary.
Unless urgent action is taken to address the impact of rising food costs
on the poor, it is unlikely that the MDGs stand any chance of being
realised.

Information and Communication Technology (ICT) has changed the way
millions of people work, play and live. However, the disparities that
exist in access to and use of ICT between countries and between groups
within countries are glaring. Concerns over access, infrastructure,
affordability and appropriateness of technologies remain relevant.
Despite this however, many civil society organisations have seen value
in harnessing the potential of ICT for social change and justice in
areas ranging from the education and health care to economic
empowerment. This issue of NGO Pulse provides some examples of how ICT,
in particular mobile technology and web2.0 have allowed organisations to
innovatively and creatively harness these tools.
Trina DasGupta, mobile marketing consultant at loveLife, reports on the
?Make Your Move? Campaign, which is helping young people ?build personal
initiative, strengthen their ability to negotiate day-to-day pressures,
and find new links to opportunity?. An integral part of the campaign is

South Africa History Online (SAHO) is practically showing how web2.0 can
be a powerful resource for increased civil society activism and a way to
explore new models of citizenship. Thomas Alberts, a researcher at SAHO,
reports on History Matters a SAHO
project, where South African history and web2.0 ?converge to create a
powerful resource for advocacy work? [W]ith web2.0, we are producers as
well as consumers of information, which means larger audiences and
greater participation ? and that after all is the basis of effective

History Classroom ,
which is popularising and strengthening teaching of the South African
history curriculum. The Online History Classroom allows learners and
educators to download the entire history curriculum, covering material

are providing significant new functionality in transmitting information
to students and teachers and providing forums for exchange,? she writes.

What makes a good leader? Is it the ability to issue clear instructions
or to rule with an iron fist? Or is effective leadership about an
approach to leading a team or project which values consultation and
consensus? What happens when a leader does not want to ?let go? and plan
for succession or when a project or organisation?s success is solely
dependent on the identity of a founder? These issues are the focus of
the articles we feature in this weeks? edition of NGO Pulse.
In his article, Eric Richardson, managing director of Themba Interactive
offers his views on effective leadership. Emphasising authenticity,
integrity and the ability to be pro-active as key values of good
leadership, he writes that ?a leader is able to put ideas into action.
He accepts and appreciates that people are diverse, that agreement is
not always possible and that she cannot control people. He aligns her
actions with her values and vision, so that there is no conflict between
her behaviour and values.?
Leadership in the NGO sector is no easy task he says, and suggests that
membership of social networks with other leaders can provide support and
inspiration, in challenging circumstances. Click here

The SANGONeT / Project Literacy CEO Circle initiative is such a social
network. Initiated in 2006 the CEO Circle and annual CEO Summit provide
much needed space for CEOs and leaders to reflect on their experiences
and support each other.
Writing about the initiative, SANGONeT?s executive director, David
Barnard, says that NGO leaders face extraordinary challenges, ?...which
are very distinct from those faced by leaders in government and the
private sector. They often function in isolated and unsupported
circumstances, and are faced with a set of complex and interrelated
challenges relating to NGOs? social change mission ...and the ability to
network and position their organisations in an uncertain external and
political environment.? He says ?not enough attention is given to the
process of renewing leadership in the sector and building sustainable
organisational capacity.? Click here

Picking up on the issue of renewing and sustaining leadership, Ann Bown,
CEO of Charisma Communications cc, highlights the pitfalls of ?Founder
Syndrome?, which, as many working in the civil society sector know, can
lead to the collapse of organisations. She outlines the ?symptoms? of
Founder Syndrome and offers advice on how to avoid it. ?He or she will
be in the background and ensure that the organisation passes into
capable hands and remains a stable and respected organisation. As the
old saying goes no one is indispensable and if you put your hand into a
bucket of water and remove it quickly (or slowly) it will leave a few
ripples for a while but then settle once more,? she writes. Click here

The articles featured in this week?s edition of NGO Pulse challenge the
adage that ?true leaders are born?. The genuine desire to effect social
change, coupled with support from peers ensures that good leaders are
developed through a process.
