In this week's edition of NGO Pulse, popular contributor Frank Julie
provides tips to NGOs for 'getting your board on board'. Sharing his
experiences of working with governance structures in the NPO sector he
writes that there are three levels of board involvement, each of which
add value to effective functioning and accountability of organisations.

Speaking to Butjwana Seokoma, Stephen Smith, director of the Papillon
Foundation emphasises the importance of accountability. He notes that
the lack of proper monitoring and evaluation systems within the NGO
sector creates room for mismanagement and the abuse of power. One way to
counter this is to ensure strong communities, which hold organisations
accountable to their mandates. The Papillon Foundation is actively
working to build and strengthen communities to meet their own needs.

In the third article featured this week, Makoma Lekalakala from the
Social Movements Indaba (SMI) reports on the solidarity march held in
Johannesburg in May. She writes that "what happened in South African
townships in the last few weeks, betrayed the vision of the social
movements in the country and majority of South Africans who want to
identify themselves with the vision of the struggle of a great and

Across the country South Africans continue to express their support for
the victims of the violence, using traditional and innovative ways to do
so. Illustrating the potential of using mobile technology to build
solidarity, Cell-Life's 'Cellphones against xenophobia' campaign is

The results of last month's poll reveal that there is optimism over the
effectiveness of CSI programmes in South Africa, with 44.8 percent
agreeing that CSI programmes are making a significant impact, and 44
percent agreeing that there is impact to some extent.

In this week's edition of the NGO Pulse we bring you two articles. In

government's plan to incorporate the Merafong Municipality into the

Accusations over inefficiency and mismanagement have plagued many of
South Africa's Chapter 9 institutions. The 2007 Asmal Report brought
this into sharp focus as it recommended the amalgamation of many of
these institutions. In this week's edition of NGO Pulse Butjwana Seokoma
reports on a conference which examined this report and another produced
by HURISA were discussed. He writes that there is resistance amongst
some Chapter 9 institutions to the proposed amalgamation. Click here

Debbie Heustice, Director of the HIV-911 Programme and HIVAN, reports on
an initiative that is reducing the information gaps around what HIV/AIDS
related services are available and where they are located. Through its
database of HIV/AIDS services, the HIV-911 Programme provides referrals
to over 6 500 HIV-related service providers in the country. The database
allows AIDS service organisations to easily locate and recommend
supplementary support services for their clients. Service areas covered
range from testing, treatment, counselling, home-based care, welfare
advice and assistance for orphaned children, to education, research and

volunteer at SANGONeT, writes about Girls'Net, an innovative programme
of Women'sNet, working to promote the use of ICT amongst South African
girls. "When ICT are used correctly they provide opportunities within
the global community for women that come from marginalised groups or
closed communities... The programme attempts to demystify the stereotype
that the relationship between science and technology is strictly for

Ten years ago 10 000 South Africans participated in the Speak out on
Poverty public hearings which culminated in the War on Poverty
Declaration. In this week's edition of NGO Pulse, Archbishop Njongo
Ndungane asks what has changed since then. He writes of the plans for
the 10th Anniversary Poverty Hearings which, he says "will provide a
rich opportunity to hear people speak for themselves and present
solutions to the challenges they face". Archbishop Ndungane argues that
what is necessary is a "prioritisation of poor people's issues and a

SANGONeT's Butjwana Seokoma reports on a recent discussion forum on the
crisis at the South African Broadcasting Corporation which has dominated
headlines recently. Described as a 'circus' and a 'fiasco' by some
commentators, participants at the meeting have established a coalition
which will lobby for a stronger and more publically accountable public

Both articles highlight the need to address the root causes of the
challenges South Africa is facing in 2008. The time for quick fixes and
gut responses has passed. What is required, as Archbishop Ndungane says,
a move from talk to action.
