Community protests over the lack of service delivery have become common
place in South Africa. Ordinary people are publically holding
municipalities accountable to their mandates. Media coverage points to
corruption, poor planning and in many instances incompetence as the root
causes of local government's inability to deliver basic services to its
citizens.
While it is argued that the sphere of local government is where we can
see 'democracy in action', recent events in some parts of the country
paint a different picture. How these events and others are presented by
the media however, does require some scrutiny as, as Deborah Walter
writes
in this issue of NGO Pulse," the media's role in supporting democracy
and development" has long been debated.
Focusing on media, activism and change, she argues that activists are
becoming more astute at how to work with media, as opposed to the more
antagonistic relationship of the past. Both media and activists have
much to gain through increasing their knowledge of each other, she writes.
Returning to the concerns over service delivery, Terence Smith
,
in the other article featured in this week's edition of NGO Pulse
highlights the findings of research into local government in South
Africa. Acknowledging that that effective delivery of basic municipal
services is one of the government's "critical ongoing challenges", the
findings suggest that "'public participation can be a major contributor
in developing the effectiveness of local government."
If the spaces in which citizens can engage with those responsible for
service delivery in a meaningful way do not exist, or are so flawed that
they inhibit progress, meaningful participation is not possible.
Similarly, unless productive and mutually supportive spaces in which
activists and media workers can engage in debate, share ideas, and
develop partnerships are created, the potential for deepening their
individual developmental functions will not be fully realised.

The view that communities are passive recipients of government and NGO
development projects is a contested one. Increasingly, as evident from
the last weeks' edition of NGO Pulse, communities themselves are often
the driving forces of social change. But how do we ensure active and
participatory local development processes in which communities define
their own priorities and have ownership over the outcomes?
Sharing the findings of a study undertaken by Khanya-aiddc which looked
at different approaches to funding communities, Rahel Otieno shares some
of the positive consequences of community involvement in disbursing
funds. She writes that 'the knowledge and skills acquired through these
processes, based on local experience and rooted in local contexts'
allows communities to take forward local development more effectively.

community participation and limitations of a top-down approach to local

In South Africa the success of the Integrated Sustainable Rural
Development Programme, Urban Renewal Programme and the Expanded Public
Works Programme, among others, depends largely on the extent to which
stakeholders, including community members, NGOs and government, are able
to work together towards common goals. Yet, as Danielle Dass of Umhlaba
Consulting writes, these relationships are often fraught, marked by the
absence of consultation and sometimes distrust. Outlining the Ladder of
Citizen Participation model as an approach to local development, the

Building a strong, vibrant and accountable civil society movement does
not happen overnight. It requires long-term solidarity and commitment to
the ideals of freedom, justice and equality. It requires that
organisations and individuals working for social justice embrace
collaboration -- across borders and sectors -- using innovative and
creative ways that respond to the challenging contexts in which they
operate.
The two articles featured in this week's edition of NGO Pulse touch on
ideas around solidarity. In his contribution Kumi Naidoo, secretary
general of CIVICUS: World Alliance of Citizen Participation shares plans
for the upcoming CIVICUS World Assembly taking place in June 2008. The
theme for this year's World Assembly is 'Acting Together for a Just
World: People, Participation and Power' and will according to Naidoo,
"highlight the role of people acting together to gain power". He writes
that: "As a dynamic venue for CSOs to create and strengthen connections
with each other, the CIVICUS World Assembly allows for dialogue that can
lead to innovative collaboration across national borders". Click here

In their article, David Barnard, SANGONeT's executive director and
Katrin Verclas, co-founder and editor of MobileActive.org, point to one
of the innovative ways in which global solidarity can be built -- using
mobile technology. Their article announces the launch of
mobileactive08.org, the website of the MobileActive08 summit taking
place in South Africa in October, and also calls for expressions of
interest in the event. The three-day international summit will bring
together more than 300 civil society, development and technology
practitioners interested in the use and application of mobile technology

As news reports reveal the violence that has erupted against
refugees, asylum-seekers, and other vulnerable groups in South Africa,
individuals and organisations -- including SANGONeT -- are calling for
action to be taken to STOP the violence. Click here to read the press

The ways in which what is happening is framed, are many: we read of
'battles for resources', 'xenophobia', criminal elements' -- each of
which are embedded with complex relationships between
people, institutions and resources, require careful interrogation. In a
letter to the editor, NGO Pulse reader, Ben Nkambule says that: "I
strongly disagree that South Africans are xenophobic". Click here

Solidarity is being expressed in many spaces including through the
social networking site Facebook, where a 'South Africans United Against

offering suggestions about how to stop the violence, and are sharing
their outrage and concern with each other.

The launch of the South African Human Rights Commission Human Rights
Development Report took place against the backdrop of extreme rights
violations as civil society organisations responded to what is being
described as ?xenophobic attacks?. The report, which measures the
progress made by South Africa in translating human rights into reality,
comes at a time when it appears that our country is falling far short of
the lofty ideals enshrined in our Constitution.
Writing about how the attacks in the Western Cape, Carly Tanur, Director
at Mamelani Projects and Freelance Writer Margot Saffer, argue that the
failure of the City of Cape Town and Western Cape province to put their
politics aside to tackle the issue is a major obstacle to an effective
coordinated response to the situation. They reiterate the sentiments of
speakers at a community meeting highlighted the obligation that South
African?s have ?to uphold the core values of our constitution: equality,
human rights for all, and human dignity?. Click here

In an article to mark Child Protection week (26-31 May 2008) Joan van
Niekerk from Childline outlines the status of various pieces of
legislation meant to protect the rights of children. Discussing the
decentralisation of the Child Protection Units, she asks: ?Is the
reduction in rape statistics a real reduction or does it reflect the
SAPS inability to deal with the sexual abuse of children in an
appropriate and responsive child protective manner?? Click here

Writing about the launch of the Human Rights Development Report,
SANGONeT?s Butjwana Seokoma provides insight into some of the findings
of the report. Quoting SAHRC Chairperson Jody Kollapen, he writes that
despite the positive gains made by SA after 1994, there are still huge
pockets of poverty and suffering. The report, according to the SAHRC,
?should help South Africa to monitor and assess human rights in our
