The crisis at the SABC comes into focus again in this week?s edition of
NGO Pulse as Kate Skinner, campaign coordinator of the ?Save our SABC?
Campaign, reports on developments around the Draft Broadcasting Act
Amendment Bill. The civil society coalition established in response to
the SABC crisis has been contributing to the legislative process around
the Bill. ?The Campaign?s impact on the Bill has been important.

broader Green Paper / White Paper process leading to the drafting of a

MobileActive08 is also the inspiration for this month?s poll question,
which asks whether mobile technology can help civil society meet
development objectives. The results of last month?s poll question show
that organisations are increasingly becoming aware of the value of using
ICT in their work. Responding to whether NGOs should use social
networking tools for fundraising, 75 percent (108) agreed, 23.1 (33)
percent thought this was the case to some extent, while only 1.4 percent
(2) felt that social networking tools were not valuable.

This week?s edition of NGO Pulse returns to two debates we have raised
recently. The recent Third High Level Forum on Aid Effectiveness, where
ministers from over 100 countries endorsed the Accra Agenda For Action
,
provides the context in which African Monitor reports on a series of
Poverty Hearings held across South Africa.
Following up on a recent article we published by Archbishop Njongo
Ndungane
,
today?s article focuses specifically on concerns that declarations such
as the Accra Agenda for Action will have no meaning unless the realities
of people living in poverty are addressed. The South African Poverty
Hearings have yielded worrying findings, including among others:
? Not much aid and development resources reach poor communities
? Unemployment among men is leading to social erosion and community
tensions such as the recent xenophobic outbursts in parts of the country
? There is increasing frustration with the sense of hopelessness and
powerlessness among the poor
The South African Poverty Hearings will culminate in an international
Poverty Hearing at the United Nations Headquarters in New York later in

Citing a Centre for Development and Enterprise report, which lists poor
maths and science as the ?single biggest obstacle to the advancement of
the African child in South Africa today?, Ncontsa argues that life
skills have an important part to play in the holistic development of a
child, the economic and social realities of many of South Africa?s
children, demand a more pragmatic approach, in which investing in maths

September 28 is World Right To Know Day. First celebrated in 2002 to
mark the establishment of the global Freedom of Information Advocates
Network, the aim of the day, according to freedominfo.org
is to ?raise
awareness of every individual's right of access to government-held
information: the right to know how elected officials are exercising
power and how taxpayers' money is being spent.?
In South Africa, the resignation of President Thabo Mbeki - after being
recalled by the ANC - and a slew of cabinet ministers, has brought our
?right to know? into sharp focus over the past week. As citizens, we
have the right to know and have access to information about these and
other related developments.
In this week?s edition of NGO Pulse, Deputy CEO of the Open Democracy
Advice Centre (ODAC) Mukelani Dimba, writes that the constitutional
guarantee of the right of access to information, must be jealously
guarded as a condition of democracy. Outlining the implications of the
Protection of Information Bill, he writes, ?? the Bill introduces among
its principles the possibility of refusal of access to information if
?there are good reasons to withhold it?. ?Good reasons? by whose

providing that ?justifiable public or private considerations can be used

The recent poverty hearings, which we have reported on over the last few
weeks, remain an issue for discussion amongst our readers. David Croome,
Research Associate at ISAS, sent us a letter
in
which he shared his thoughts on a DFID study in Lesotho which has found
that ?the enormous reduction in migrant mining jobs for Basotho men in
the RSA is radically altering the gender balance in such communities.
The only employment for these previously well paid young men, whose
remittances were the only cash income flows into the villages, is now
taking low level jobs as herd boys, where they are competing with the
8-year-old boys that traditionally do this work.? These findings
resonate with those of the South African poverty hearings, which
emphasise how poverty is an assault on human dignity.
This week in South Africa will go down in history as one which will for
some; be remembered as a week in which we saw true democracy in action.
For others, it may mark a dark period for democracy.
As South Africans, let us remember that we have the ?right to know? ?
that our democracy is stable, our leadership sound, and that our rights
as citizens which are guaranteed by the constitution, will be upheld. No
matter who is in office.
