In 21 days South Africans will take to the polls and vote in the country's fourth democratic national and provincial elections. The next few weeks are likely to see an increase in campaigning as politicians try to woo voters -- as Butjwana Seokoma wrote a few weeks ago: "As the season of promises (read election manifestos) is in full swing, political parties would do well to remember those who are responsible for electing them. It is ordinary men and women, who, just as they voted for a better life in 1994, will do the same in 2009." What are the key election issues for civil society organisations in South Africa? Last week we published an Idasa election brief titled "What should we be discussing as we head for the polls?" - we invite you to comment on the article or write a blog and tell us what you think. In this week's edition of NGO Pulse William Bird, executive director of Media Monitoring Africa writes that unless the perspective of children is integrated into strategies to address the social challenges South Africa faces, "we are simply wasting our time." He writes: " This is not about a touchy-feely 'children are the future' nonsense; this is about saying involve, engage and care about children now so we can all enjoy dignity, democracy and equality tomorrow." Bird asks what politicians are doing to make this a reality. He says he is not interested in hearing parties tell voters how they will alleviate poverty and reduce child abuse. "I want to know how they are going to achieve this... let's analyse the plans if they have them" he writes. Click here to read the full article. We also publish a report back from Aadila Molale on the recent Prodder / GuideStar focus group discussions held in Durban and Cape Town. She writes that the feedback generated through the discussions was very positive as organisations elaborated on the value of an information product such as that proposed by the Prodder / GuideStar model. Despite this, there were also some concerns. She writes, "... Prodder / GSI has the potential to become an exclusive system if there is not a concerted effort to include CBOs and organisations operating in rural South Africa." According to a review of party manifestos conducted by the Tshwaranang Legal Advocacy Centre, "While almost all parties respond to the legal dimensions of violence in a more or less inadequate fashion, responses to the societal, economic and material dimensions are almost entirely absent. No party recognises the unique circumstances and needs of marginalised groups of women experiencing violence, including sex workers, undocumented female migrants and refugees, women with disabilities or lesbians (to name a few)." Given the high levels of violence against women in South Africa, as voters concerned with what political parties' positions are in relation to addressing gender violence, it is clear that we will have a difficult time at the ballot. We only have to remember the case of Busisiwe , a rape victim whose case has been in the system since 2005, and who the One in Nine Campaign has described as being "raped again by the justice system". Reporting on a recent forum titled "Elections and Paper Promises: What do Political Parties Say About the Problem of Violence Against Women?" SANGONeT's information coordinator, Butjwana Seokoma, writes that "Party manifestos declare commitments to human rights, equality and justice. But the sweet words are most often far removed from the policies and practices of parties themselves and manifestos are generally devoid of detail". Click here to read the full article. In this week's edition of NGO Pulse, the last before we vote next Wednesday, SANGONeT information coordinator, Butjwana Seokoma and Citizen Journalism Africa project officer, Adam Mukendi, report on a recent EISA seminar which explored the role of opposition parties in the elections and beyond. They ask if the parties that are contesting the elections will survive beyond 22 April, and write: "... whichever party has victory at the polls next week, it is essential that opposition parties continue to work to deliver on their manifestos in the post-election period and prepare themselves for 2014." South Africans went to the polls in record numbers yesterday, in an election marked by a high voter turnout which placed strain on polling stations and the Independent Electoral Commission. With counting well underway and results expected soon, we now await the official results of the elections. By the time we publish the next edition of NGO Pulse, we will have a new President. Writing on the eve of the elections SANGONeT's information coordinator Butjwana Seokoma wrote in his blog: "In a nutshell, no matter how you look at it, I am looking forward to cast my vote on 22 April 2009. From today I am looking at how the incoming administration improves the lives of ordinary South Africans. We are a maturing democracy." Click here to read the full blog. In this week's edition of NGO Pulse SANGONeT's Adam Mukendi and Seokoma report on the launch of the South African Human Rights Commission report, 'Public Inquiry: Access to Health Care Services'. The report, based on visits to approximately 100 facilities across the country and submissions from the public, says government is responsible for the failure of the country's healthcare system. According to Seokoma and Mukendi: "The report also found that rape survivors wait for long hours especially over weekends as many women do not have transport and depend on police where they first report the case. According to the report, police sometimes refuse to open cases for rape survivors and at times refuse to transport them to health facilities." Click here to read the full article. Writing about the Pope Benedict XVI's recent visit to Africa he says: "The complex interplay that exists between religious beliefs, cultural and traditional practices, and scientific fact, has made the task of preventing the spread of HIV in Africa a difficult one. The Pope quite correctly pointed out that a responsible attitude towards sex will help the fight against HIV and AIDS, but it must be understood that a responsible attitude towards sex does not equate only to abstinence and faithfulness, although these are obviously needed."
