In this week's edition of NGO Pulse we a variety of development-related articles. Samantha Mundeta, Advocacy Officer at the Refugee Aid Organisation. Mundeta writes that, despite reports from refugee service providers, illegal entry into South Africa by Zimbabwean economic migrants is on the increase. In another article, Jonathan Mundell, Director at Consultancy Africa Intelligence, writes that African health workers continue to be overworked, underpaid and often unappreciated, despite the fact that they form the foundation of the continent's fight against HIV/AIDS. He says that all plans developed to address the issue of HIV/AIDS in Africa are reliant on a well-oiled health system and that the functioning of this system largely depends on the people who are working on the ground, on the front-lines, in communities and with the people affected by the epidemic. "Doctors, nurses and midwives are essential role-players in Africa's attempts to overcome the unrelenting force of HIV, and all of the necessary support demanded by such a task should be made available to them as a top priority," he explains. Turning to food production and food security on the African continent, Archbishop Njongo Ndungane, Founder and President of African Monitor, describes Malawi President, Bingu wa Mutharika, as one of the best performing African Presidents in this regard. He writes: "In a space of three years, between 2005 and 2007, a miracle took place: the country has gone from a food deficit of 43 percent to a food surplus of 57 percent; productivity increased two-fold from one ton per hectare to over two tons." He argues that from food exports and sales to the World Food Programme through the Purchase for Progress Programme, the country has been generating in excess of US$120 million annually. Click here to read the full article. Linked to food production, the Land Bank has instituted legal action against 557 land owners in South Africa for failing to repay their loans. By 30 June 2009, the bank had taken legal steps against 51 percent emerging farmers and 49 percent commercial farmers of the 557 land owners. In this week?s edition of NGO Pulse, Gary Pienaar, Senior Researcher: Governance and Public Ethics at Idasa, writes that almost a year after an Auditor-General?s report found widespread breaches of the Public Service Code of Conduct in state procurement processes, a large number of the public servants identified have faced no disciplinary action. Pienaar argues that: ?One of the reasons is that officials resign and escape discipline.? ?Recent research by Idasa learned that a blacklist of convicted tender offenders required by the Corrupt Activities Act is not operative as, despite the frequency of reported tender irregularities, there have been no convictions in the five years since the law?s enactment,? he argues. Turning to youth matters, the SBP Business Environment Specialists takes a close look at unemployment in South Africa and the recent launch of the National Youth Development Agency by President Jacob Zuma. Less that 300 days to go before the much-awaited 2010 FIFA World Cup, the Local Organising Committee and FIFA are confident that South Africa will host a successful soccer event. The construction of new stadiums and the upgrading of existing ones, refurbishing hotels, the Rea Vaya Bus Rapid Transit (BRT) and the Gautrain project all appear to be on track. However, while we celebrate our readiness for 2010, activists are concerned about some of the potential spin offs. At the top of the list is human trafficking. In this week?s edition of NGO Pulse, Charlotte Sutherland, Research Manager: Gender Issues in Africa, at Consultancy Africa Intelligence writes that as the 2010 FIFA World Cup approaches, the trafficking of women and girls for sexual exploitation is likely to increase in order to meet the expected rise in demand for sex. Sutherland writes: ?Many authors argue that a positive correlation exists between the demand for sex work in one place (i.e. profit-generating opportunities) and the presence of large numbers of male tourists. There are, however, parties who disagree that such an increase will take place, most notably on the premise that the increase in police presence during the World Cup will render the environment too risky for traffickers to function as they wish?. But even as the country channels massive resources into preparations for the 2010 FIFA World Cup, millions of South Africans continue to face socio-economic challenges such as poverty, unemployment and lack of housing. Highlighting concerns around the delivery of housing, Martin Legassick, Emeritus Professor at the University of the Western Cape and supporter of the Anti-Eviction Campaign, shares his views and concerns about the housing crisis in the Western Cape. ?In Cape Town alone, there is a backlog of 400 000 houses, which is increasing by 18-20 000 a year, with only 8-9 000 houses built a year?, he writes. Caster Semenya?s victory at the World Athletics Championship and subsequent media frenzy surrounding her, has thrown issues of gender and race into sharp focus in South Africa. Over the past week, many radio and TV talk shows and column inches have been devoted to the controversy surrounding her ?gender verification test?. In this week?s edition of NGO Pulse, we publish an open letter signed by over 100 activists who respond to the controversy surrounding the 800 metre women?s world running champion. Earlier this month we published an article by SBP Business Environment Specialists, urging the newly-established National Youth Development Agency (NYDA) to prioritise its interventions based on a review of how best it can target its resources. Continuing the focus on youth this week, Mathe P. Mphale of the NYDA reflects on the growth and challenges of the National Youth Service (NYS) programme over the past five years. The initiative has grown from the involvement of three to four government departments to include almost 15 departments at national, provincial and local levels. ?Three years ago, a typical NYS project had on average, 100 young men and women participating in it; today a typical NYS project has on average, 300 young participants,? says Mphale.
