Welcome to the first edition of NGO Pulse for 2009! The beginning of a year is always a time for reflection. Whether organisations are planning, reporting or evaluating; at this time of the year we usually spend time thinking about the year behind us -- did we reach our objectives? Did our work have the kind of impact we imagined? Do we need to do things differently? Do we have enough funds to see us through the year? Whatever it is that you are concerned with; the forecast which we publish today will certainly help think through how we will respond to the challenging times ahead. Aptly titled '2009 Forecast: Resilience and Change in Uncertain Times', Ann Bown of Charisma Communications writes that the non-profit sector in South Africa can expect some tough times ahead. According to her we should be ready for a reduction in CSI funding, government tenders and contracts and foreign funding. She also warns that many NGOs are in danger of losing their non-profit status and need to take precautions against this. But despite the tough times ahead, there are moments of opportunity -- including the upcoming elections - which, if approached carefully, could result in greater sustainability and impact. She advises: "Be resilient, concentrate on keeping the passion alive within your organisation, remain true to your mission, expect things to slow down and projects take longer to achieve, think about the future and put plans in place." As the world's attention focuses on South Africa's ability to host this international event, local businesses and organisations are gearing up for what could potentially be the event of a lifetime. In the craft sector, where some of the poorest and most marginalised people work and earn their living, the possibilities are exciting. However, Robin Opperman, Executive Director of Umcebo Trust shares his concerns about the rumour of a deal with Chinese beadwork companies and the absence of a national dialogue in the craft sector about this. "Currently as crafters we battle the spectre of China and labour and material costs that we can never match. If Chinese companies are involved in the crafting for 2010 in South Africa, I think we need to know this... The alternative is that the 2010 Soccer World Cup is an event which comes and goes, and local crafters and craft organisations are left wondering, speculating and passing around rumours, to the detriment of the sector, and its future growth", he writes. In the third article we publish this week SANGONeT's information coordinator, Butjwana Seokoma, who has just returned from his home in Limpopo, reflects on how the lack of access to safe water and sanitation in many of the province's communities has deepened the cholera epidemic. "In Limpopo where cholera cases were first reported in Musina, poor people continue to fetch water from contaminated rivers. They do so because they do not have access to clean water and sanitation. Their right to access to clean water as guaranteed by the Constitution made meaningless", he writes. Click here to read the full article. As always we invite your comments, suggestions and ideas. In this week?s edition of NGO Pulse, Butjwana Seokoma, SANGONeT information coordinator reflects on the power of the vote in the upcoming South African elections. Recalling the service delivery protests in communities across South Africa, he writes that political parties would do well to ensure that they not only listen to, but respond to the concerns of ordinary South Africans. ?It is ordinary men and women, who, just as they voted for a better life in 1994, will do the same in 2009. Communities directly affected by poor service delivery, are still waiting for that ?better life??, he writes. NGOs in South Africa, as Ann Bown argues in the article we published last week, are in the business of responding to social needs and addressing injustice. Given this goal, Seokoma questions why there are not more civil society / government partnerships at a local government level to ensure service delivery. Click here to read the full article. We also publish an article by Nangamso Magadla, formerly a project coordinator at Afesis-corplan who questions the nature of capacity building programmes within communities.?It is perhaps time to look at what [community] members have attained though their life experiences, and to integrate this with what development practitioners] have] to offer. We need to take into account the value of the social wealth of the communities we deal with, and to augment ? rather than ?build? ? their capacities?, she writes. Click here to read the full article. We continue our coverage of the work of the Save our SABC Coalition, as Kate Skinner, Coalition coordinator reports on the issues involved in the controversial Broadcasting Amendment Bill. She writes: ?Although the Coalition has defended the Bill as a way forward to solving some of the crises at the SABC, we certainly have not seen it as a panacea. From the moment it was tabled we argued that one of its major problems was that it was too narrowly focused even to address the immediate crises at the SABC.? Click here to read the full article. People across the world watched the inauguration of US President Barak Obama yesterday. His speech described as moving and inspirational by some, and met with cynicism by others, has already been distributed to thousands of networks and read by millions. The reach of ICTs, as evidenced by his election campaign, continues to show itself as a powerful tool in connecting people, ideas and causes. How are you using, or would like to use ICTs in your advocacy and campaigning work? As always we invite your comments and ideas about how we can improve NGO Pulse. Every day we are confronted by signs of the financial crisis that is causing havoc in economies across the world. Fluctuating fuel prices, high food costs, massive retrenchments and businesses closing down have become commonplace. The NGO sector has not been left unscathed. Echoing the prediction made by Ann Bown , an article published in The Times earlier this week warns that NGOs are in for a ?rough two years?. These financial difficulties have compounded the existing challenges of retaining skilled and senior staff in the NGO sector. In an article titled ?Staff retention, salaries and inflation?, Averile Ryder offers some suggestions for retaining staff. Linking pay to performance, implementing specialist career ladders and allowing for more flexibility in pay and work practices are some of the strategies that NGOs can consider. Drawing on the findings of the recently released 2008 NPO Salary Survey , she writes that ?Finding a good balance between total rewards programmes, salaries and benefits will ... ultimately position the organisation as an ?employer-of-choice.? Click here to read the full article. We also publish an article on the upcoming African Sex Worker Conference. The first of its kind, the conference ? taking place in Johannesburg from 3-5 February ? will explore the ways in which sex workers can organise themselves: why it is important to unite and collectivise; how to find safe spaces for sex workers to assemble; and how to manage national, regional, and global sex worker-led movements. Click here to read the full article. We are pleased to share a few blogs posted by NGO Pulse users. Prince Nare writes that ?human behaviour is not always rational behaviour? as he offers his views on behaviour change and HIV and AIDS.
