The editorial in an edition of The Times titled 'Lotto is failing the NGOs and making the poor poorer ' (25 June 2009) unleashed a flood of comments and expressions of frustration by many working in the NGO sector in South Africa. However, these concerns are not new. In an article published by Independent Online in March 2008, SANGONeT Executive Director, David Barnard spoke about the number of complaints and inquiries SANGONeT received from NGOs about the Lotto Distribution Fund, with most of them requesting assistance or advice on how to access the money they felt was due. "These are difficult requests to respond to as there are not many options available to NGOs in resolving their problems with the fund. Many NGOs are dependant on lottery funding and don't want to criticise the fund in public, in fear that they may not receive funding in future", he said. Sadly, not much has changed since then. This is evident in the open letter we publish this week by Robin Opperman, Executive Director of Umcebo Trust who shares his frustration and concern about how the fund is operating. Opperman shares the experience of Umcebo Trust in the most recent round of Lotto applications. He writes: "I want to express my frustration at the fact that the people at Lotto - who are public servants, managing public funds - are allowed to be so chaotic and unprofessional. We are essentially talking about public servants who cannot even provide a basic administrative function. We are willing to undergo rigorous selection, and to deal with being rejected with good reason. What I am not willing to do, is to sit by and tolerate the incompetent antics of a group of people who are short changing the NPO sector... . Shame on you Lotto for short changing us, the people we serve, and the people whose time we waste in this application process you seem incapable of managing properly." He asks: "As every sector of the South African economy is feeling the impact of the global financial crisis, and various measures are being considered to support the economy in this challenging time, why is the government or specialised agencies geared towards the work of the NGO sector, such as the Lottery, not considering special funding arrangements for NGOs?" He writes: "If land markets are left as 'business as usual', market forces will continue to push agricultural activity into the periphery and the opportunities for and benefits of urban agriculture will be lost. The Department of Land Affairs, in consultation with other departments (e.g. the Department of Human Settlements), the community, property owners and other roleplayers need to urgently review government's land redistribution target and start exploring how urban land can be secured and held for agricultural purposes now and into the future." In this week's edition of NGO Pulse Shameela Seedat, a Senior Researcher at Idasa, writes that when the Judicial Service Commission (JSC) meets to consider who will replace four Constitutional Court judges when their terms expire in October, it will be one of the first real opportunities to assess where our courts stand since this year's election. She writes: "...15 years into democracy, there is still an urgent need for wider public debate on the qualities required of judges. Furthermore, greater clarity on the selection criteria currently utilised by the JSC is long overdue. The four new judges appointed to the Constitutional Court will fundamentally shape constitutional democracy over the next 12 years, and alongside their colleagues, can play a crucial role particularly in assisting the less powerful members of society." Staff turnover in the South African NGO sector has always been a challenge as organisations have most often been unable to compete with remuneration and benefits offered by the corporate sector or even government. Indeed, some analysts have argued that the sector has suffered its own ?brain drain?. In this week?s edition of NGO Pulse, Chana Viljoen highlights the difficulties faced by social workers employed in the NGO sector who, on average, receive approximately 37% lower salaries than their government employed counterparts. Viljoen writes that the Policy on Financial Awards for Service Providers, which was introduced to regulate the relationship between government and NGOs, has worsened the problem as the policy expects a high standard of service delivery from NGOs but provides less funding to do so. The second article we publish today is by regular NGO Pulse contributor Christo van der Rheede, who writes that the language problem at South African universities is not only an Afrikaans issue, but is much bigger and transcends ethnic and class boundaries. ?The inability of universities to promote multilingualism and develop a practical strategy for language support should be regarded as the number one priority effort aimed at addressing the language issue at institutions of higher learning. Writing in this week?s edition of NGO Pulse, Archbishop Njongo Ndungane, Founder and President of African Monitor, argues that the global financial crisis makes it essential that we ensure available resources are used effectively and that neglected sources of funding are exploited. Commenting on agriculture in Africa he writes: ?The science and technologies have been developed by African scientists and entrepreneurs; good practices are in place in countries such as Malawi and Burkina Faso to show that where political will is made operational miracles happen. In this week?s edition of NGO Pulse, we publish an article by Professor Tawana Kupe, Dean of the Faculty of Humanities at Wits University, a Media Studies academic and a member of the Save Our SABC Coalition. He criticises the Portfolio Committee on Communications, which through adverts in ?a few expensive newspapers targeted at affluent readers?, has called for nominations for a new board of the South African Broadcasting Corporation (SABC). Kupe argues that the Committee?s advertising strategy is highly unlikely to enable maximum participation in the nomination process. ?Maximum public participation and transparency will engender a sense of ownership among South Africans that is lacking now. It will also stop the ill-considered clamour by some that the SABC be privatised as a solution to its governance and management,? he explains. Click here to read the full article. The research findings contradict mining companies? claims of success in CSR.
