In an editorial written a year ago we expressed solidarity with the thousands of non-nationals who bore the brunt of the xenophobic attacks which rocked the country and joined South Africans across the country as we called for the violence to stop. Last week the Sowetan newspaper reported that "xenophobic attacks are rising amongst foreign nationals in the Western Cape". We cannot allow a repeat of what happened last year. Recalling the experience of last year, SANGONeT's Nicolle Beeby writes about the launch of 'The Gendered Nature of Xenophobia in South Africa', a report based on a study that explored the impact of xenophobia on migrant women. "For women a double jeopardy exists - their gender and nationality makes them more susceptible to violence," she writes. The study found that as traditional bearers of culture, the issue of identity and belonging is a distinctly gendered problem for women migrants. According to the report, "Maintaining a sense of identity is usually done through cultural dress, food, music and rituals. However, doing so also impedes integration into a new community as this distinguishes them from the rest of the population, thus making them vulnerable to xenophobic abuse." We also publish an article by Christo van der Rheede, Chief Executive Officer of the Stigting vir Bemagtiging deur Afrikaans, who writes of the devastating impact the drug tik is having on communities and young people. Drawing on his teaching experience to illustrate, he argues that tik is causing havoc in communities in the Western Cape. "Are we allowing our healthy and robust democracy to give way to anarchy and lawlessness?" he asks. "During the many years I served as the principal of a primary and secondary school, teachers would bring boys and girls who were clearly heavily under the influence of tik to my office. I could sense that my advice and support did not help much. It was traumatic to witness the physical deterioration and loss of personal pride in children who used to be bright and upright youngsters. In this weeks edition of NGO Pulse we return to the furore sparked by Catholic Pope Benedict XVI when he said that condoms are not the answer to Africa?s fight against HIV, but that they ?increase? the problem. Annamarie Bindenagel ?ehovic', an external consultant at Consultancy Africa Intelligence, a SANGONeT content partner, writes that his comments ?highlight a schism in the response to the epidemic, drawn along the lines of acceptance and denial, of treatment and prevention, and of survival and living.? Outlining three options being explored from a treatment position she writes that, ?While ARVs might not provide a sustainable ?cure-all? response to the accepted reality of the HIV and AIDS epidemic; neither does denial, the ramifications of which are worse.? What is important, she argues, is to ?accept the reality of HIV, focus on prevention ? ultimately more effective and cost-efficient than treatment ? and promote survival and life, instead of dwelling on fear and death.? In this edition of NGO Pulse we turn our focus to the global economic meltdown and the impact it has on funding for NGOs. This uncertain period, characterised by reduced funding for development work, leaves NGOs with no option but to look for ways in which they can generate revenue to sustain themselves. There is fear that many NGOs might be forced to retrench staff, suspend programmes or even close down as a result of the crisis. Annie Devenish, a researcher at GreaterGood SA, looks at the South African NGO environment and the current challenges faced by NGOs. Exploring the shifting landscape, she writes that things changed significantly since the early 1990s. With a legitimate government in place, the incentive for international donors to fund local NGOs was not as compelling as it once was. She writes that this situation forced NGOs to seek government aid and support from businesses and individual donors in order to sustain themselves. "While collaborating with government can be positive in many ways, the nature of this new relationship and NGOs' reliance on funding also had a negative effect, impacting on the independence of the sector and their ability to engage critically with government and businesses and hold them to account," writes Devenish. The second article we publish, Anna Vayanos, head of the philanthropy office at BoE Private Clients, writes that even though much has been written about the global financial crisis, "we will only be able to see the full effect of this on funding when we look back in a year or two and can calculate the actual impact." Writing about reserve funding as a tactic to see NGOs through cash flow problems, she asks: "Has this crisis not perhaps highlighted that -- as one organisation put it -- a reserve is now a 'have to have' rather than a 'nice to have'?" We also publish the second in a series of articles by Nicole Copley, a NGO lawyer, who writes that since 2006 Public Benefit Organisatons are permitted to trade without limit, but are required to pay tax on some of their trading income. Copley explores whether NGOs that wish to generate income should set up dual structures; one which is tax exempt and receives donor funding and another one which generates income and donates the funds to the tax exempt structure.
