It is two weeks since we voted in South Africa's fourth elections. The euphoria has died down, T-shirts and flags have been packed away and, according to Independent Online, parties that have missed the 14 day period in which they could remove their election posters now face being fined. As we prepare for the inauguration of our new president on Saturday, focus now shifts to 'what next' -- what will the new cabinet look like and how will the new ministries operate? In this week's edition of NGO Pulse we republish an elections brief produced by Idasa's Political Information & Monitoring Service Programme in which they outline the immediate trends visible in the national and provincial results. In this week's edition of NGO Pulse, President and Founder of African Monitor, Archbishop Njongo Ndungane, reminds us that debates on aid effectiveness should not be confused with those about aid necessity. "Bad governance and poor administration of aid should not be mistaken for non-potency and therefore lead to blanket condemnation of the potentially beneficial aid," he writes. Rather, "... The aid debate [also] needs to be put into the context of the global financial crisis and use it to awaken us from slumber and from accepting that poverty cannot be deconstructed. There is need to change our mentality and attitudes from thinking that premature death is the norm; that dying from curable diseases is standard; that having uneducated young people and educated and unemployed youth is customary and that Africa is forever pitted against perpetual poverty. Aid resources have a place in the construction of African solutions to Africa's problems and more energies should be directed at pin-pointing its right place - which is not the grave." Paula Armstrong, Bongisa Lekezwa and Krige Siebrits from the University of Stellenbosch's Department of Economics argue that poverty remains a key challenge in South Africa. Analysing the data of two surveys recently conducted by Statistics South Africa -- the Income and Expenditure Survey of Households (IES) 2005/06 and the General Household Survey 2006 -- they write that, "...The analysis indicates that 47.1% of South Africa's population consumed less than the 'lower-bound' poverty line proposed by Statistics South Africa in 2007 -- which means 47.1% of the population did not have R322 (in 2000 prices) for essential food and non-food items." What is necessary now they point out, are clear and well-crafted strategies that pay attention to poverty reduction and the education system. Click here to read the full article. Writing about the G20 Summit that took place in April, Charlotte Sutherland writes that the gendered nature of the world economy contradicts and ignores the fact that development and economic growth will be significantly facilitated if women enjoy economic equality. She writes: " ... the G20 leaders did not allocate many funds for improving women's lives. Nor did they allocate money and commitment to developing a green economy that will help reduce the effects of climate change. Women's lives and their central role in the family were not considered to be vital to saving the world economy. According to the Internet Access in SA 2008 Report produced by World Wide Worx , South Africa's Internet population is expected to grow as much in the next five years as it has in the 15 years since the Internet became commercially available in South Africa. Access to increased and affordable broadband will no doubt result in more NGOs investing in their ICT infrastructure and skills, and as a result, strengthen the scope and impact of their work. Parallel to this, as the number of individuals using the Internet and other ICT tools on a daily basis grows, the demand for online content, services and products will also increase. But as David Barnard, SANGONeT's Executive Director and Matthew De Gale, ICT Services Manager write in this weeks' edition of NGO Pulse, despit`e the power of social media to transform the way in which non-profits accomplish their missions, in South Africa, the uptake is still limited and in most cases not part of a broader strategic approach. Reporting on their participation in the recent Nonprofit Technology Conference in San Francisco they write that "traditional NGO activities such as fundraising, networking, advocacy and information-sharing will directly benefit from increased emphasis on, and the availability of a wide range of affordable online services and applications... With South Africa's high mobile phone penetration, as well as the eagerly awaited increase in local broadband capacity in the next few years as a result of the arrival of the Seacom and other undersea cables, South Africa might be on the verge of an exciting period of growth and development in social media uptake." The campaign aims to prevent young people from becoming victims of violence or harassment when they use the Internet and their cellphones. It raises awareness, disseminates information and promotes the use of the information and communication technology (ICT) -- including the Internet and cellphones - tools for positive social participation. She writes: "Through campaigns like the 16 Days of Activism Against Gender Violence and the work of organisations in the violence against women sector, many of us know what our rights are and where to go for help. But what happens when this violence happens in cyberspace? Do we know enough to protect ourselves from harm? Do girls and young women know of the potential dangers in online spaces? Mundell provides some highlights from the Southern African AIDS Conference which was held under the theme 'Scaling up for success'. In this week's edition of NGO Pulse SANGONeT's Adam Mukendi reflects on the meaning of Africa Day. Using the Africa Day concert that took place in Johannesburg on 24 May to inform his article, he argues that young people need to know more about the history of the continent to develop a sense of connection with others. "Africa Day provides the opportunity for those Africans who are separated from the mother continent to reconnect with Africa. For those who remain on the continent, but find themselves outside of their countries of birth, I believe it is a reminder of our connectedness as Africans - of our common struggles, challenges and achievements," he writes. We also publish an article by Dr Mireille Affa'a Mindzie, senior project officer at the Centre for Conflict Resolution, who writes that the African Commission has an important role to play in responding to conflicts on the continent. "... the crisis in Zimbabwe, or protracted conflicts in several countries, could have been attended to, mitigated and quite possibly prevented, should the African Commission's conclusions - establishing cases of limited political participation, exclusion of 'minorities' from governance, socio-economic deprivation and limited access to resources - been given more attention by African leaders," she writes. SANGONeT is also pleased to note the launch of the Open Mobile Consortium's (OMC) global development community to help organisations working towards social good to better collaborate and share mobile phone-based technologies. Conceived at MobileActive08 in South Africa, which SANGONeT co-hosted in October 2008, the OMC is featuring a suite of fully open source mobile applications focused on health and humanitarian work. In a press release issued by the OMC, it states that: "The mobile technology explosion has put more than four billion phones in use around the world. In the hands of organizations working for social good, and with easily available and accessible software, mobile phones can significantly improve the health and well-being of people in developing countries around the world. But there are technology and collaboration barriers. The Open Mobile Consortium aims to eliminate these barriers by developing interoperable, free and open source mobile platforms, and we encourage others to join us."
