    Quote of the week

"The procurement environment in South Africa is flawed, with tender
guidelines effectively excluding all but one manufacturer of Female
Condoms from securing the contract. This has resulted in several court
actions being brought to have the tender nullified. As a direct result
of this we have seen persistent national shortages of female condoms."

- Tian Johnson is Research, Advocacy and Special Projects
Advisor, Thohoyandou Victim Empowerment Programme.

    Comment of the week

"Being without work and being unable to get a job, month after month,
year after year, destroys the self-worth of the individual. The people
know instinctively that something is badly wrong but can't understand
why there is zero demand for their labour."

- Eustace Davie, Director, Free Market Foundation.

    Female Condom, Jobs, World Cup...

South Africa overlooks the important role that female condoms can play
in preventing women from contracting the HIV/AIDS and other sexually
transmitted infections and unplanned pregnancies. The country is often
blamed for not investing adequate resources into ensuring female condoms
are distributed in the same way as male condoms. The 201 FIFA Soccer
World Cup provides an opportunity for activists to revisit the issue of
female condoms.

In this week's issue of the NGO Pulse, Tian Johnson, research, advocacy
and special projects advisor at Thohoyandou Victims Empowerment
Programme (TVEP), describes the lack of affordable access to female
condoms as a human rights violation. Johnson argues that Female Condom
Programming in South Africa is plagued by tender irregularities and
mismanagement of public funds, adding that, "...South Africa's National
Strategic Plan (2007--2011) contains provision for the purchase of 425
million male condoms yet only three million female condoms."

Sadly, "TVEP remains one of the only South African NGOs that has female
condoms at the core of its advocacy work," he says. Click here

In another article, Eustace Davie, director at Free Market Foundation,
writes that complaints about promises not being kept on service delivery
will 'disappear' if sustainable jobs could be created for the
unemployed. Davie argues that jobs could enable the unemployed to learn
skills and recover their self esteem.

"The fundamental solution to the problem is to increase the demand for
labour in the private sector, especially in small and medium size
firms," she explains. Click here

Lastly, South African NGOs have expressed their support and
encouragement for the national soccer team, Bafana Bafana, ahead of the
2010 FIFA Soccer World Cup. Click here
